<br />Account to continue operation of the Southeastern Virginia Alcoholic Safety Action Project.

<br /> This motion will provide the funds needed to continue operation of the Virginia ASAP for
<br />a fifth year. The ASAP program became operational in July, 1975, and since that time has
<br />offered educational and counseling services to persons charged with driving under the influ-
<br />ence of alcohol. The education and counseling programs were begun as alternatives to a fine
<br />and loss of license. When the program began it included only the jurisdictions of Portsmouth
<br />and Suffolk. During the past four years it has expanded to include Chesapeake, Franklin, j
<br />Isle of Wight, Southampton and Smithfield. The ASAP program is supported largely by fees pain
<br />by participants with each participant paying a fee of ~200. In addition the State Highway
<br />Safety Division, through a grant from the federal government, contributes monies for the
<br /> of a treatment program for persons classified as serious alcoholics. The City of I
<br />support
<br />Portsmouth is not required to make any cash contributions to the support of the program. The
<br />City Manager recommends adoption."

<br />Account to operate the 1979 Summer Recreational Support Program.
<br />
<br /> This motion will provide the funds necessary to operate the annual Recreation Support
<br />Program which is administered by the Department of Parks and Recreation. Funded by the
<br />Community Services Administration, the program offer's recr~-anional and cultural activities
<br />for Portsmouth youth by supporting eleven mobile recreational units locally as well as by
<br />providing travel and admissions to cultural or recreational facilities in the area. Of the
<br />$22,958 total budget, $11,1S8 will be in federal support with $11,800 in local supplement. Th~

<br />City Manager recommends adoption."

<br />Account to continue operation of the Jail Management/Training Program and the Adult Offender
<br />Tracking System.
<br />
<br /> This motion will provide the funds necessary to continue operation of the Jail Manage-
<br />merit/Training Program, which would establish in-service training for Sheriff's Deputies,
<br />and to complete implementation of the Adult Offender Tracking System, an automated informatior
<br />systdmrfO~-c~riminal justice agencies. Both programs are in their fourth year of funding from
<br />the Division of Justice and Crime Prevention and the match is 45 percent federal, 2.5 percent
<br />state and 52.5 percent local. Of the total transfer, $10,512 is federal, $584 is state and
<br />$12,267 is the required local match. The City Manager recommends adoption."

<br /> 79-261 "Consideration of a motion authorizing the City Manager to enter into an agree-
<br />ment between the City of Portsmouth and the ~idewater Emergency Medical Services relative
<br />to unexpended funds of the Tidewater Regional Health Planning Council, Inc.
<br />
<br /> The Tidewater Regional Health Planning Council had a fund balance of approximately $75,00
<br />at the end of the fiscal year ending July 1976, when the organization was replaced by the Tide
<br />water Emergency Medical Services, Inc. In the opinion of the attorney for the former TRHPC,
<br />these funds which have been held in escrow are due to be refunded to the localities based on
<br />the formula in which they were paid in. The agreement presented for your consideration
<br />authorizes the counsel for TRHPC to transfer or pay over the City's pro rata share to TEMS,
<br />Inc. The City Manager recommends adoption."
