Saddle; <br />to execute documents. <br /> <br />the consent of the City Council to <br />and, authorizing the City Manager <br /> <br /> This resolution authorizes the vacation of a minor subdivision plat owned by Donald H. <br />and Lillie M. Sandie and George W. and Amy G. Cooper dated February 21, 1977. The owners of <br />this property have expressed the intention of abandoning the proposed subdivision and desire <br />to vasate the plat. A copy of a letter from the attorney representing the owners is attached <br />for your information. Tba City Manager recommends adoption." <br /> <br /> W. E. Williams, 8 Locust Lane, spoke against the resolutinn, requesting permissimn to <br />talk width Judge Sandie and others who had donated property for this plat. <br /> <br /> Motion of Mr. Gray and seconded by ~r. Oast, the matter to be deferred to verify the <br />effect of vacation of the p~at and further information be furnished and was adopted by un- <br />animous vote. ' <br /> <br /> 79-255 "Consideration of a resolution expressing appreciation of the City Council for <br />the Miss Portsmouth-Seawall Festival Pageant participants; and, endorsing the concept of <br />scheduling the activities of the of the pageant with the Seawall Art Show. <br /> <br /> This resolution expresses appreciation of the Council to the participants, sponsors <br />and promoters of the Miss Portsmouth-Seawall Festival Pageant; and, endorses the concept of <br />holding the pageant in conjunctmon with the Seawall Art Show. The City Manager recommends <br />adoption." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Barnes, the following resolution was adopted, <br />and by the following vote: <br /> <br /> "A RESOLUTION EXPRESSING APPRECIATION OF THE CITY COUNCIL FOR MISS PORTSMOUTH- <br /> SEAWALL FESTIVAL PAGEANT PARTISIPANTS; ENDORSING THE CONCEPT OF SCHEDULING <br /> THE ACTIVITIES OF THE BEAUTY PAGEANT WITH THE SEAWALL ART SHOW. <br /> <br /> WHEREAS, for the past two (2) years the City of Portsmouth has been ably represented in <br /> the Miss Virginia Pageant by the winner of the Miss Portsmouth-Seawall Festival Pageant; and <br /> <br /> WHEREAS, said pageant has been produced and sponsored solely by private citizens and <br />businesses of the City of Portsmouth and surrounding areas; and <br /> <br /> WHEREAS, the City of Portsmouth sponsors the Seawall Art Show whizb is conducted on <br />Memorial Day weekend of each year at approximately the same time as the pageant. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />%h~ appreciation of the Council be expressed to the participants, sponsors and promoters of th <br />Miss Portsmouth-Seawall Festival Pageant. <br /> <br /> BE IT FURTHER RESOLVED that the City Council hereby endorses the concept of conducting <br />said pageant in connection with the Seawall Art Show." <br /> <br />Ayes: <br />Nays: <br /> <br />Barnes, Beamer, E.~rly, Gray, Holley, Oast, Davis <br />None <br /> <br /> 79-256 "Consideration of a motion to transfer $19,813 from the Grants Contingency <br />Account to continue operation of the Witness/Victim Program administered by the Commonwealth's <br />Attorneys Office. <br /> <br /> This motion will provide the necessary funds to continue operation of the Witness/Victim <br />Program which functions as an educational unit to the general public, publicizing how the <br />criminal justice system operates, and giving crime prevention information. This program is in <br />its fourth year of funding from the Division of Justice and Crime Prevention and the match <br />is 45 percent federal, 2.Y percent state and 52.5 percent local. Of the total transfer, $8,10 <br />is federal, $450 is state and $11,263 is the required local match.
