<br /> 79-281 "Consideration of a resolution appointing viewers for the closing of a portion
<br />of 5th Street.

<br /> ~he Industrial Development Authority has made application to vacate and close a portion
<br />of 5th Street. The street closing has been reviewed by the City Planning Commission; and,
<br />this resolution appoints viewers pursuant to State law. The City Manager recommends adoption
<br />
<br /> On motion of Mr. Barnes and seconded by Mr. Early, the following resolution was adopted,
<br />and by the following vote:
<br />
<br />"A RESOLUTION APPOINTING VIEWERS FOR THE CLOSING OF THE FOLLOWING STREET: A PORTION
<br />OF FIFTH STREET.
<br />
<br /> WHEREAS, the Industrial Development Authority of the City of Portsmouth has made appli-
<br />cation to vacate, close and,discontinue a portion of Fifth Street, hereinafter described, and
<br />it appearing that notice of application and request for the appointment of viewers was duly
<br />posted on July 12, 1979, on the bulletin board of the Circuit Court of the City of Portsmouth
<br />General District Court of the City of Portsmouth and the Juvenile and Domestic Relations Courl
<br />of the City of Portsmouth.

<br /> ~ NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />Frank N. Bilisoly, George Newton Powers, Sr., Reverend Clarence Robinson, Reverend Warren Pag~
<br />and Howard L. Davis be appointed viewers and that Reverend H. G. Hairston be appointed an
<br />alternate viewer in the event one of the preceding viewers fails to participate, said viewers
<br />to view the hereinafter-described portions of such street and to report to this Council in
<br />writing whether in their opinion any, and if any, what inconvenience would result in vacatingi
<br />and closing of the following Street:

<br />between the north right-of-way
<br />Southern right-of-way line of

<br /> 79-282 "Consideration of a motion to transfer g15,838 from the Grants Contingency
<br />Account to continue eperation of the Status Offender Diversion Project which is operated by
<br />the Juvenile and Domestic Relations Court.
<br />
<br /> This mo~ion will provide the funds necessary to continue operation of the Juvenile
<br />Court's Status Offender Diversion Project. The goals of the program are to divert status
<br />offenders from traditional juvenile court procedures, provide counseling and referral to othe~
<br />services and treatment programs, and secure temporary shelter or foster care as an alternative
<br />to incarceration. In its fourth and final year of grant funding, the project requires $6,935
<br />in federal funding, ~385 in state, and $8,518 in local match for the 10 month period beginninl
<br />September 1, 1979. The City Manager recommends adoption."

<br /> On motion of Mr. Barnes and seconded by. Mr. Oast, to transfer $15,838 from the Grants
<br />Contingency Account,~ asl reqnes~i~; ~as a~ap~i~i~d:by ~nanimous vote.

<br /> 79-283.-- "Consideration of a motion to transfer $30,000 from the Grants Contingency
<br />Account to conduct the Coastal Energy Impact Program.
<br />
<br />This motion will provide the funds necessary to conduct the Coastal Energy Impact Progra~
<br />a planning grant to ana.iyze the impact of the proposed~Hampton Roads Energy Company's oil re-~
<br />finery.~~ 'The study will evaluate the short-term impact on public services, the long-term ~
<br />economic impacts and potential for industrial spineffs, and long-term land use planning needed
<br />for the West Norfolk Area. Funded through the Virginia Department of Commerce and Resources, I
<br />the award includes $28,000 in federal funds and $2,000 in local cash match. In addition,
<br />the City will provide $5,000 in local in-kind match~ The City Manager recommends adoption."

<br /> Motion of Mr. Barnes and seconded by Mr. Oast, that authorization be granted to t~ansfer
<br />$$30,000 fromthe Grants Contingency AccOunt, as requested, and was Rdopted by unanimous vote.
<br />
<br /> 79-284 ~ "Consideration of a motion to transfer $24,200 from the Grants Contingency
<br />Account to continue operation of the annual Police Training Program.
<br />
<br /> This motion will provide the funds necessary to continue a program of education and
<br />training of city police officers. Instruction will be in such fields as police management,
<br />V.T.R. systems operation, burglary and homicide investigation, police discipline and program
<br />planning. Funded through the Division of Justice and Crime Prevention, the grant is $21,780
<br />in fede~a~ funds, $1,210 in state funds and $1,210 in local match, The City Manager recom-
<br />mends adoption."

<br /> Motion of Mr. Gray and seconded by Mr. Barnes, that authorization be granted to transfer
<br />$24,200 from the Grants Cgntingency Account, as requested, and was adopted by unanimous vote.
