<br />July 24, 1979, was taken up and read:

<br />"AN ORDINANCE TO APPROPRIATE $500,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />THE PURCHASE AND LEASE OF MULTI-PURPOSE CAPITAL EQUIPMENT."

<br />The following reports from the City Manager were presented:
<br />
<br /> 79-295 "Consideration of an ordinance on first reading to appropriate $231,560 from
<br />the Capital Improvements Fund for street improvement in South Truxtun, street priority #7.
<br />
<br /> This appropriation furnishes the necessary funds to complete.street improvements for
<br />South Truxtun to include Manley, Pennock and parts of Temple and Dahlia on the south side of
<br />Portsmouth Boulevard. The Capital Improvements program for 1979-80 includes $190,000 for this
<br />project from General Revenue Sharing funds. The balance ($41,S60) of this project will be
<br />funded from a contingency balance left over on the Deep Creek Project, priorities #2 and #4.
<br />The City Manager recommends adoption of first reading.
<br />
<br /> Consideration of a motion authorizing the transfer of $41,560 from Capital Project
<br />#18,000-333 (Deep Creek) to Capital Project #18,1019 (South Truxtun).
<br />
<br /> Consideration of a motion authorizing award of the bid to the lowest responsible bidder."
<br />
<br /> On motion of Mr. Early and seconded by Mr. Gray, the following ordinance was
<br />first reading, and by unanimous vote:

<br />unanimous vote.

<br /> 79-296 -[[Consideration of an ordinance of first reading to appropriate $50,000 from
<br />Capital Improvements Fund for construction of parking facilities and street improvements for
<br />the south end of the Waterfront Development. ~
<br />
<br /> This appropriation will provide the necessary funds for the construction of a new parking
<br />lot between the Municipal Building and Lightship and to provide access to the loading ramp
<br />on the south side of the Municipal Building and east entrance to underground parking. The
<br />Capital Improvements program for 1979-80 included $150,000 for street improvements and parking
<br />facilities around the new Municipal Building; this appropriation will be allocated from that
<br />
