Clayton Pitts, Retired Pastor, Port Norfolk Baptist Church, offered prayer, fol- <br />lowed by the Pledge of Allegiance to the Flag. · <br /> <br /> Vice Mayor Holley presided in the absence of Mayor Davis, and welcomed all visitors in <br />attendance. , <br />* See Page 278 <br /> Motion of Mr. Earl~ and seconded by Mr. Barnes, minutes of the called meeting of July 24, <br />1979; minutes of the regular meeting of July 24, 1979, to be approved as received, and was <br />adopted by unanimous vote. <br /> <br />- UNFINISHED BUSINESS <br /> <br /> 79-273 - The following ordinance approved on first reading at the regular meeting of <br />July 24, 1979, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $500,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE PURCHASE AND LEASE OF MULTI-PURPOSE CAPITAL EQUIPMENT." <br /> <br /> On mmtion of Mr. Early and seconded by Mr. Oast, the ordinance was adopted, and by the <br />following vote: <br /> <br /> 79-274 <br />July 24, 1979, <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast <br />Nays: None <br /> <br />The following ordinance approved on first reading at the regular meeting of <br />was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $18,600 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />EXTENSION OF THE MAIN LIBRARY HISTORY ROOM." <br /> <br /> On motion of Mr. Beamer and seconded by Mr. Gray, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Barnes, Beamer, Early, Grey, Holley, Oast <br />Nays: None <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 79-295 "Consideration of an ordinance on first reading to appropriate $231,560 from <br />the Capital Improvements Fund for street improvement in South Truxtun, street priority #7. <br /> <br /> This appropriation furnishes the necessary funds to complete.street improvements for <br />South Truxtun to include Manley, Pennock and parts of Temple and Dahlia on the south side of <br />Portsmouth Boulevard. The Capital Improvements program for 1979-80 includes $190,000 for this <br />project from General Revenue Sharing funds. The balance ($41,S60) of this project will be <br />funded from a contingency balance left over on the Deep Creek Project, priorities #2 and #4. <br />The City Manager recommends adoption of first reading. <br /> <br /> Consideration of a motion authorizing the transfer of $41,560 from Capital Project <br />#18,000-333 (Deep Creek) to Capital Project #18,1019 (South Truxtun). <br /> <br /> Consideration of a motion authorizing award of the bid to the lowest responsible bidder." <br /> <br /> On motion of Mr. Early and seconded by Mr. Gray, the following ordinance was <br />first reading, and by unanimous vote: <br /> '"AN ORDINANCE TO APPROPRIATE $231,560 ~ROM THE CAPITAL IMPROVEMENT FUND FOR <br /> STREET IMPROVEMENT~ TO SOUTH TRUXTUN." <br /> <br />approved on <br /> <br /> ~6ti~ ef~Mr. Barnes and seconded by Mr. Oast, that authorization be granted~to ~ransfer <br />$41,560; as requested, from Capital Project #18,000-333(Deep Creek), and was adopted by un- <br />animous vote. <br /> <br /> Motinn of Mr. Barnes and seconded by Mr. Gray, that the contract to beaawarded to the <br />Portsmouth Paving Corporation, beingi'thei~lowest responsible bidder, and was adopted by <br />unanimous vote. <br /> <br /> 79-296 -[[Consideration of an ordinance of first reading to appropriate $50,000 from <br />Capital Improvements Fund for construction of parking facilities and street improvements for <br />the south end of the Waterfront Development. ~ <br /> <br /> This appropriation will provide the necessary funds for the construction of a new parking <br />lot between the Municipal Building and Lightship and to provide access to the loading ramp <br />on the south side of the Municipal Building and east entrance to underground parking. The <br />Capital Improvements program for 1979-80 included $150,000 for street improvements and parking <br />facilities around the new Municipal Building; this appropriation will be allocated from that <br /> <br /> <br />
