September 14, 1999 <br /> <br />These funds will continue to be used to improve the quality of life for the <br />residents of Park View, Shea Terrace and West Park View by providing ongoing <br />drug enforcement, truancy and curfew patrols and to provide education, <br />recreation and alternatives through special activities developed and <br />implemented by the partnering agencies. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion transferring $197,000 from the Grants Contingency Account <br />for the Virginia Weed and Seed Initiative program. <br /> <br />Purpose and Need: <br /> <br />· To maintain and improve the collaborative "Seed" efforts initiated by the inter- <br />agency partnership by providing a variety of human services designed to stabilize and <br />improve the quality of life of the residents of Park View, Shea Terrace, and West Park <br />View. <br /> <br />· To provide ongoing drug enforcement, truancy, and curfew patrols designed to <br />reduce and eliminate specific drug violations, related violent crime, and any other <br />crimes of opportunity in the target area. <br /> <br />· To sustain and enhance emerging community support through public and private <br />partnerships designed to create a crime-free environment. <br /> <br />· To continue to approach quality of life issues in the target area through partnerships <br />with the Portsmouth Public School System, Social Services, Behavioral Healthcare <br />Services, Juvenile & Domestic Relations Court Services Unit, Adult Probation and <br />Parole, Parks/Recreation & General Services, and the Sheriff's Department. <br /> <br />· To provide education, recreation, and quality of life enrichment alternatives through <br />special activities developed and carried out in a collaborative effort by the partnering <br />agencies. <br /> <br />Financial Impact: <br /> <br />· The total budget for this program is $197,000, itemized as listed below. The local <br />match is $68,950. <br /> State Local <br /> Cate,qory Amount Amount Total <br /> <br />"Weed' $ 76,830 $ 41,370 $118,200 <br />"Seed' 51,220 27,580 78,800 <br /> <br />Total $128,050 $ 68,950 $197,000 <br /> <br />· Funds for the City's match are included in the operating budget. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, to transfer $197,000 from the <br />Grant Contingency Account for the Virginia Weed and Seed Initiative program, and was <br />adopted by the following: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />99 - 207 - Adoption of a motion to exceed the 25% limit of allowable change orders to <br />the contract in the amount of $40,000 for repairs to the Seawall. <br /> <br />During construction, deterioration of the structural concrete was found which <br />required additional repairs to be made. The increase will not exceed the <br />appropriated funding. <br /> <br />Recommendation: <br /> <br />· Approval of a motion to exceed the 25% limit of allowable change orders to the <br />contract for repairs to the Seawall. <br /> <br /> <br />
