Tayloe, Jr., City Attorney, effective January <br />1, 1980, nominated Steven Lieberman, Assistant City Attorney, to be appointed as City Attorney <br />effective as of January 1, 1980. <br /> <br /> Motion of Mr. Beamer and seconded by Mr. Gray, that Steven Lieberman to be appointed as <br />City Attorney, effective on January 1, 1980, and was adopted by unanimous vote. <br /> <br /> 79-378 Ms. Judith C. Apperson, 3792-C Towne Point Road, representing the Portsmouth <br />Education Association, spoke regarding increases of the Blue Cross/Blue Shield health insuranc <br />and presented the following letter from Ms. Audrey Fisher, President of the Portsmouth <br />Education Association: <br /> <br /> "I would like to call your attention to the very large increases in Blue CrossZBlue <br />Shield faced by teacher in Portsmouth for 1979-80. Teachers received $2.00 more a month towar~ <br />health insurance only to discover their gain was wiped out by these increases. For example, <br />Option I (7510) Blue Cross/Blue Shield plan has increased $92.00 a year for a family. The <br />total cost per year that the employee must bear for a family health insurance plan uder Option <br />I will be $874.00, excluding the monies contributed by the School Board. Even under the Optior <br />IV &6010) plan the increase to the teacher was 578.60 for the family coverage for a total of <br />$783.20 for the year. <br /> <br /> A five year teacher would have received $247.00 pay increase for 1979-80 plus payment <br />of the VSRS. If he or she were covered under t e-~mily plan that would mean that 32 percent <br />of the $247.00 would be needed to pay for Option IV, and 37 percent of the ~247.00 would be <br />needed to pay for Option I c~verage. <br /> <br /> I hope t~at you will keep these monetary losses in mind throughout the budgetary process <br />and that you will work toward the School Board paying a larger share of Blue Cross/Blue Shield <br />for teachers as the city pays for their emplqyees. You should be aware of the fact that <br />Suffolk has managed to come up with the monies to pay the entire cost ($35.02 per month) of <br />single coverage for the 6010 plan. They covered the incre~ost for 1979-80 without hesi- <br />tation.'' <br /> <br /> Motion of Mr. Gray and seconded by Mr. Early, the matter to be referred to the School <br />Board, and was adopted by unanimous vote. <br /> <br /> 79-379 Mike Riley, 4609 Clifford Street, spoke concerning SCLRR abandoned right-of-way <br />and that the ditches were growing up with weeds, debris was collecting and asked Council to <br />set a timetable when the problem could be solved. Mr. Riley also spoke against making Cliffor~ <br />Street a thoroughfare. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Early, the matter to be referred to the City <br />Manager, and was adopted by unanimous vote. <br /> <br /> <br />
