Davis <br /> <br /> The Rev. H. A. Hunderup, Pastor, Bethany Baptist Church, opened the meeting with prayer, <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Vice Mayor Holley presided in the absence of Mayor Davis, and welcomed all visitors in <br />attendance. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Beamer, the minutes of the called meeting of <br />September 18, 1979; minutes of the regular meeting of September 18, 1979, to be approved as <br />received, and was adopted by unanimous vote. <br /> <br />UNFINISHED BUSINESS <br /> <br /> 79-354 - The following ordinance approved on first reading at the regular meeting of <br />September 18, 1979, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $225,000 FROM THE GENERAL FUND FOR THE OPERATION <br />OF THE CHORE-COMPANION PROGRAM." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Gray, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Beamer, Early, Gray, Holley, Oast <br />Nays: None <br /> <br /> 79-359 The following ordina~ceapproved on first reading at the regular meeting of <br />September 18, 1979, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $130,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />EXCAVATION AND FIELD WORK AT THE PROPOSED SITE OF THE MT. HERMON RECREATIONAL <br />CENTER." <br /> <br /> On motion of Mr. Beamer and seconded by Mr. Gray, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Beamer, Early, Gray, Holley, Oast <br />Nays> None <br /> <br /> The folIowing reports from the City Manager were presented: <br /> <br /> 79-365 - "Consideration of an ordinance on first reading to appropriate $75,000 from the <br />Capital Improvements Fund for the City's share of capital improvements to the Humane Society's <br />Shelter. <br /> <br /> This appropriation will provide funds for th~ City's share of the proposed expansion <br />to the Humane Society Shelter on Frederick Boulevard in accordance with the City's prevmous <br />commitment to participate in the expansion. The appropriation will be established in the <br />Capital Improvements Fund and will be paid for through a contribution from the General Fund <br />in the amount of $15,000 per year for eaeb of the next five years. The annual payment will be <br />included as part of the Humane Society's appropriation in the General Fund under the heading <br />of Contributions to Public Agencies. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Early, the following ordinance was approved on <br />first reading, and~i~by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $75,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE CITY'S SHARE EOR THE IMPROVEMENTS TO THE HUMANE SOCIETY SHELTER." <br /> <br /> 79-566 - "Consideration of an ordinance on first reading to appropriate $100,000 from the <br />Capital Improvements Fund for engineering services a~d~fee$, litigation expenses and other cost <br />associated with the a~le of a segment of the Portsmouth water system located in the City of <br />Suffolk, Virginia. <br /> <br /> This appropriation will provide funds to the Public Utilities System to independent engin, <br />services, litigation expenses and other costs associated with the sale of the water system mn <br />Su£folk~in compliance with the 1971 contract. The appropriation will be funded from the <br />proceeds of the sale once a final amount has been determined through judicial proceedings. <br />The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Oast and seconded by Mr. Gray, the f~llowing ordinance was approved on <br />first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $100,000 FROM THE'CAPITAl IMPROVEMENT FUND FOR <br />ENGINEERING SERVICES AND FEES, LITIGATION EXPENSES AND OTHER COSTS ASSOCIATED <br />WITH THE SALE OF A SEGMENT OF THE PORTSMOUTH WATER SYSTEM LOCATED IN THE CITY <br />OF SUFFOLK, VIRGINIA." <br /> <br />rin <br /> <br /> <br />
