Of the $4,300 total project amount, $2,150 <br />will be provided through the Southeastern Virginia Area Model Proiect (SBVAMP) and $2,150 <br />FY the building's owner. A copy of a let,ter from the owner commi%ting to his share is attach- <br />ed for your information. The City Manager recommends adoption of this motion." <br /> <br /> Motion of Mr. Early and seconded by Mr. Barnes, that the contract to be awarded to <br />Virginia Greenhouse, Inc., being the lowest responsible bidder, and was adopted by unanimous <br />vote. <br /> <br /> 79-c19 "Submission of the annual financial report for fiscal year ~nding June 30, <br />1979 by the City Manager. Also, submission of the first quarterly financial report for <br />the period July through September for fiscal year 1979/80. These reports are submitted <br />accordance with the City Code for your information." <br /> <br />ill <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Gray, that lhe annual financial report and <br />quarterly financial report to be rece,ived as information, and our thar~ks_~ec~.Ci~y~Manager, <br />Mr. Cherry and those who were responsible keeping the City in the black, and was adopted by <br />unanimous vote. <br /> <br /> 79-420 The City Manager commended Mr. Cherry and members of the Public Utilities Depart <br />merit on the outstanding job in getting the information to the public on $8,000,000 Bond Refer- <br />endum at the last General election. <br /> <br />NEW BUSINESS - <br /> <br /> 79-424 The following letter was received from S. DeLacy Stith, President, Portsmouth <br />Branch of N.A.A.C.P.: <br /> <br /> "Please find enclosed a copy of the Press Release which raises an issue that I request <br />be placed on the next council Agenda." <br /> <br />Mr. DeLacy Stith spoke, referring ~o the following statement: <br /> <br /> "On the behalf of the Portsmouth Branch of the N.A.A.C.P., we express our shock and horro~ <br />at the slaying of William Smith on October 29, 1979 at the Jefferson Avenue and Elm Avenue <br />innersection. At its very worse it raises serious questions about the investigatory practices <br />and procedures used by the Portsmouth Police Department; at best it crys out for increased <br />resources and training to better handle similar situations. <br /> <br /> The events that led to the death of William Smith, and critical injury to another Ports- <br />mouth resident, imperiled a densely populated community as well as threatened injury and pos- <br />sible death to several police officers. To accept that one is a suspect in preparing to commit <br />a crime should not portend such evil results. <br /> <br /> Moreover this situation crys out for further investigation and inquiry because of the <br />many unanswered questions that initiated the events.
