It i~ <br />to be immediately noted that the Portsmouth Parking Authority was created by the General <br />Assembly of Virginia (Chapter 3S1, Acts of Assembly, 1964, as amended, by Chapter 229, Acts of <br />Assembly, 1970) as a policitical subdivision of the Commonwealtb of Virginia, and is empowered <br /> <br /> <br />
