<br />Parking Authority was submitted by the City Attorney:

<br />"In accordance with Vice Mayor Holley's inquiry, the office of the City Attorney has
<br />reviewed the question of the establishment of rates by the Portsmouth Parking Authority. It i~
<br />to be immediately noted that the Portsmouth Parking Authority was created by the General
<br />Assembly of Virginia (Chapter 3S1, Acts of Assembly, 1964, as amended, by Chapter 229, Acts of
<br />Assembly, 1970) as a policitical subdivision of the Commonwealtb of Virginia, and is empowered
<br />
