<br /> 11. The City Attorney of the City shall and is hereby directed to file a copy of this
<br />resolution, certified by the City Clerk of the City to be a true copy hereof, with the Circui~
<br />Court of the City of Portsmouth, Virginia, and said City Clerk shall and is hereby directed
<br />to phblish once within ten (10) days of the date of such filing a notice in the Virginian
<br />Pilot, a newspaper of general circulation in the City, in accordance with Section 15.1-199
<br />of the Code of Virginia, 19SO, as amended. Such notice shall be in substantially the following

<br /> Notice is hereby given pursuant to Section 15.]-199 of the Code of Virginia, 1950,
<br />as amended, that the Council of the City of Portsmouth, Virginia, adopted on January 22,
<br />1980, resolutions authorizing the issuance of $7,000,000 principal amount of General Obligation
<br />Public Improvement Bonds and $5,0OO,000 principal amount of General Obligation Public Utility
<br />Bonds of said City and caused certified copies of said resolutions-to be filed in the Circuit~
<br />Court of the City of Portsmouth on

<br />release of an easement for prpperty on Chowan Drive, north of Airline Boulevard.

<br /> In 1973 the City acquired a 15' easement in connection with the Airline Boulevard
<br />Drainage Project, along the northern property line of a parcel located on Chowan Drive.
<br />The Public Works Department has advised that there is currently no drainage pipe within
<br />%he easement and that there is no projected need for drainage in the future. The request
<br />for the easement release has been made in order that proposed construction of the property
<br />can Eetter utilize the parcel and provide sufficient space for construction of the building
<br />and necessary parking. The City Manager recommends adoption." '"

<br /> On motion of Mr. Early and seconded by Mr. Gray, the following resolution was adopted,

<br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO RELEASE A DRAINAGE EASEMENT
<br /> ON CHOWAN DRIVE NEAR AIRLINE BOULEVARD.

<br /> WHEREAS, by the easement dated January 17, 1973, recorded in Deed Book 613, P. 361,
<br />the CiSy of Portsmouth obtained a 15' drainage easement along the northern property line
<br /> property owned by Clarence R. Crawford and Mollie L.. Crawford; and
