38z . <br /> <br />February 12, 1980 <br /> <br /> "A RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF HIGH~AYS AND TRANSPORTATION TO <br />PROGRAM AND ADMINISTER A PAVEMENT MARKING DEMONSTRATION PROJECT. <br /> <br /> WHEREAS, the U. S. Department of Transportation, Federal Highway Administration, <br />under Title 23 of the U. S. Code in Volume 8, Chapter 2, Section 1, of the Federal-Aid <br />Highway Program Manual offers a Pavement Marking Demonstration Program to improve the <br />pavement marking of all highways and to demonstrate the value of high-type makings for <br />vehicle and pedestrian safety; and <br /> <br /> WHEREAS, the City of Portsmouth has need in upgrading the existing pavement markings <br />and/or applying the high-type marking to streets not yet marked; and <br /> <br /> WHEREAS, the City of Portsmouth acknowledges the City's responsibility in reporting <br />requirements as outlined in the FHWA Federal-Aid Program Manual, Volume 8, Chapter 2, <br />Section 1, dated May 5, 1978; and <br /> <br /> WHEREAS, this <br />and Transportation <br />Hundred Thirtyfive <br /> <br />program is to be administered through <br />and funded with 1OO~ Federal funds in <br />Thousand Dollars ($135,OOO.). <br /> <br />the Virginia Department of Highways <br />an amount not to exceed One <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the City hereby requests the Virginia Department of Highways and Transportation to <br />program and administer a Pavement Marking Demonstration Project not to exceed One Hundred <br />Thirty-five Thousand Dollars C$135,O00.) for the fiscal year 1980-81 in the City of Portsmouth, <br />Virginia, to provide "high type" pavement marking on selected streets.~' <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br /> 80-74~- Mr. Holley commended the Public Works Department for a superb job on the streets, <br />highways, and bridges during the recent snowstorm. <br /> <br /> 88-75- Mr. Beamer commended the Portsmouth Redevelopment and Housing Authority and the <br />Portsmouth Fire Department, for the excellent service to the senior citizens during a recent <br />fire at Effingham Plaza. Mayor Davis called~on the Executive Director of Portsmouth Redevelop- <br />ment and Housing Authority, Mr. Michael A. Kay, and he commended the Portsmouth Fire Department, <br />the two crew members of the U.S. S. Independence that were first on the scene, and the members <br />of his staff for a job well dcne on behalf of the residents of Effingham Plaza. <br /> <br />On motion meeting was adjourned. <br /> <br />-APPROVED - <br /> <br />Deputy City Clerk <br /> <br /> <br />
