March 25, 1980 <br /> <br /> 80-111 "Consideration of an ordinance on first reading to appropriate $15,000 from <br />the Capital Improvements Fund for a portion of the City's share of the extension of Victory <br />Boulevard from Airline to Portsmouth Boulevards. <br /> <br /> This appropriation will provide sufficient funds for the City's on-going share of the <br />City's commitment to the Virginia Department of Highways and Transportation on the Victory <br />Boulevard extension scheduled for bidding in the Summer of 1980. The City has received <br />billings to date from the VDH&T for engineering and right-of-way acquisition. This project <br />was included in the 1978-79 and 1979-80 Capita] Improvements Programs. It is estimated <br />that the total City share for the entire project will be approximately $40,000. The City <br />Manager recommends adoption on first reading. <br /> <br /> On motion of Mr. Beamer and seconded by Mr. Gray, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $15,000 FROM THE CAPITAL IMPROVEMENT FUND FOR A <br />PORTION OF THE CITY'S SHARE OF THE EXTENSION OF VICTORY BgULEVARD FROM AIRLINE <br />BOULEVARD TO PORTSMOUTH BOULEVARD." <br /> <br /> 80-112 "Consideration of an ordinance on <br />the Capital Improvements Fund for architectural <br />Community Room addition. <br /> <br />first reading to appropriate $15,000 from <br />and engineering fees for the Westhaven <br /> <br /> The Capital Improvements Programs for 1978-79 and 1979-80 included an addition to the <br />Westhaven Elementary School for a community room for Westhaven. This appropriation authorizes <br />the architect to proceed with the community room proto-tyFe design for the Westhaven Ele- <br />mentary School, Based on preliminary estimates furnished by the architects during the <br />selection process, it appears the total cost for the community room will be $120,000, This <br />appropriation only authorizes funds through the design phase. The bidding of the project <br />and actual construction will depend on funding requirements of all capital programs, addressed <br />in a report later in the agenda. The City Manager recommends adoption on first reading. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $15,000 FROM r~E CAPITAL IMPROVEMBNT FUND FOR <br />ARCHITECT AND ENGINEERING FEES FOR THE WESTHAVEN COMMUNITY ROOM'ADDITION." <br /> <br /> 80-113 - "Consideration of a motion recognizing the reorganization of the Portsmouth <br />Criminal Justice Coordinating Council by the City Manager. <br /> <br /> In order to comply with new provisions of the Justice System Improvement Act of 1979, <br />the City must establish an advisory body to the City Manager which will analyze criminal <br />justice problems, recommend priorities and assist in the review of applications for grant <br />monies available under the Act. Its membership must be broadly representative of the various <br />components of the criminal and juvenile justice system and shall include representatives <br />of neighborhood, community-based and professional organizations. As a result, the existing <br />Criminal Justice Coordinating Council will be reorganized to reflect the new membership <br />requirements and responsibilities set forth in the Act. The City Manager recommends adoption <br />of this motion. <br /> <br /> Motion of Mr. Barnes and ~seconded by Mr. Gray, to concur in the recommendation of the <br />City Manager, and was adopted by unanimous vote. <br /> <br /> Mayor Davis arrived at 7L50 p.m. and Vice Mayor Holley relinquished the chair to <br />Mayor Davis.
