<br /> The following reports from the City Manager were presented:

<br /> 80-110 "Consideration of an ordinance on first reading to

<br /> This appropriation will provide the necessary funds for the Public Utilities Department
<br />to develop a water treatment process at the Suffolk plant by constructing a sludge disposal
<br />facility to remove the sludge from the settling basins and filters which are currently
<br />discharged into Lake Meade. The NPDES permit issued under PI 9~500 requires the elimination
<br />of the sludge from the settling basins and the treatment of the sludge. This appropriation
<br />will fund the construction of the required facility to include a holding tank, pipe lines
<br />and lagoon. The project was included in the Capital Improvements Program for 1979-80 at an
<br />estimated cost of $1,445,000. The project will be funded from Public Utility Bond proceeds
<br />(part of the issue deferred'. The City Manager recommends adoption on first reading.

<br /> Consideration of a motion to award bids to the lowest responsible bidders."

<br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following ordinance was approved
<br />on first reading, and by unanimous vote:
<br />
<br />"AN ORDINANRE TO APPROPRIATE $1,170,000 FROM THE CAPITAL IMPROVEMENT FUND FOR
<br />SLUDGE DISPOSAl WATER TREATMENT FACILITY AT THE SUFFOEK WATER TREATMENT PLANT."
<br />
<br /> Motion o£ Mr. Barnes and seconded by Mr. Oast, that the contracts to be awarded to
<br />Luke Constructior Company Eor 250,000 gallon holding tank; A. Stuart Bolling Company for
<br />12 inch ductile iron force main; T. H. Wiggins Company for 22 acre earth lagoon, being the
<br />lowest responsible bidders, and was adopted by unanimous vote.
