<br /> Let me urge that parity not be achieved by reducing the recommended salary increases for
<br />other City employees, but rath-~ by appropriating the dollars required to provide School Board
<br />employees a 12½ percent salary increase.
<br />
<br /> Achieving equity in salary increases is only part of our dilemma. The other part of our
<br />dilemma is funding the immutables such as energy, maintenance, and Standards of Quality. As
<br />I stated previously, should all of the City Manager's recommended increase he used for salarie~
<br />the Board cannot achieve equity with the City for our employees. Neither can the Board fund
<br />any of the immutables above the current level.

<br /> Tonight I have with me the Superintendent of Schools and his Management Team.

<br /> Mrs. Webb and Dr. Alford responded to questions presented by the Council.

<br /> The following citizens spoke regarding the $2,000,000 cut in the School Board
<br />and increase of salaries for the teachers:

<br /> Mrs. Sylvia A. Wallace, 313 Maryland Avenue, representing the Portsmouth Council
<br />of Parents and Teachers, presented the following resolution:

<br /> "WHEREAS, the Portsmouth Council of Parents and Teachers promotes a program of
<br />quality instruction for all the students enrolled in the Portsmouth Public Schools; and
<br />
<br /> WHEREAS, the quality of instruction in a school system is a function of the experience,
<br />training,, and competency o-f the instructional st~f£; and
<br />
<br /> WHEREAS, the employment and retention of such a staff is directly related to the compen-
<br />sation packages provided these employees; and
<br />
<br /> WHEREAS, the School Board has included in their budget funds sufficient to provide parity
<br />in raises with the City employees and to be competitive with salaries of other school division~
<br />in Tidewater.
<br />
<br /> THEREFORE, BE IT RESOLVED THAT the
<br />fully request City Council to approve a
<br />Board.
<br />
<br />Portsmouth Council of Parents and Teachers respect-
<br />school budget of $34,051,100 as submitted by the School
<br />
<br /> BE IT RESOLVED FURTHER THAT if funds become available to increase raises for City employe~
<br />over that requested by the School Board for School employees, sufficient funds will be appro-
<br />priated to provide the same salary increases for School employees."

<br /> Dr. M. E. Alford, Superinte2~t. ent of Schools, stated that the School Board would be
<br /> available to m-~swerl any future questsions and would attempt to work with the City Admini-
<br /> stration and try to solve ~ome of the problems. In closing remarks, he complimented
<br /> Mayor Davis on his tenure of office as Mayor for the City of Portsmouth.

<br />T. C. Mingis, 34 Early Drive, spoke concerning the assessments on real estate and request-
<br />ed City Council to consider a high priority on holding the line on the real estate tax.
<br />
<br />Hugh Chedesfer, 4804 Colonial Lane, representing Health, Welfare & Recreation Planning
<br />Council, spoke in support of the City Manager's recommendation regarding the budget for
<br />the Mental Health/Mental Retardation Services Program.
