The followirgletter received from Mr. Stephenson:
"This is in regards to the parcel of property located at th9 southeast corner of Maryland
Avenue and Detroit Street in Port Norfolk, owned by Mr. Raymond Smith, which is on the ~genda
of the City Council for rezoning from construction of a duplex apartment to a multiple family
apartment. I object to this proposal. On December 4, 1979, at the City Planners meeting,
this property was rezoned for a duplex apartment, to which I have no objection.

My home is next to this property and there are twenty apartments located south of my
property. Should a multiple family unit be c~nstructed on Mr. Smith's property it would exten¢
out approximately ten feet beyond the front of my home, the same as the apartments located soutt
my property and my home will be blocked in on both sides by apartments.

A multiple family apartment will lower the value of property in this neighborhood and
create more of a parking and traffic problem than now exists.

The request for rezon]ng this property for a multiple fami'ly apartment was disapproved by
the City Planners at their meeting on May 6, 1980. Signed by Arthur W. Stephenson, 405 Marylam
Avenue." ·

Motion of Mr. Gray and seconded by Mr. Early, to concur in the recommendation of the
Planning Commission, the petition was denied and by the following vote:

Ayes: Barnes, Beamer, Early, Gray
Nays: Holley

(e) PROPOSED ZONING ORDINANCE AMENDMENT RELATIVE TO SIGNS
districts: City Code Section 40-68.1(e), Signs, as to
in which said area is calculated.

IN M-1-R limited industrial
area permitted and manner

Signs, ground signs and wall signs; illuminated only by the reflector method,
when erected within the building setback line; provided, the surface area of such
signs is included as a permitted item in the conditional use permit granted by
City Council.

On motion of Mr. Gray and seconded by Mr.
the Planning Commission, the amendment to the
and by unanimous vote.

Barnes, to concur in the recommendation of
Zoning Ordinance was approved on first reading,

(f) Use P~rm~t 79-9

Granted to ITT Gwaltney by the Portsmouth City Council on June 26,
1979; clarification of paragraph (e) relating to the two signs
authorized to be erected on the industrial plant in M-1-R on Elm-
hurst Lane between Garwood Drive and Airline Boulevard; area of
GWALTNEY and PORTSMOUTH PLANT signs applied for by the firm unJer
this use permit.
