<br />At a Public Hearing of the City Council, held on June 9, 1980, there were pres.ent:
<br />Jack P. Barnes, Ben A. Beamer, Sr., E. Saunders Early, Jr., J. Robert Gray,
<br />James W. Holley, III, Robert T. Williams, City Manager, Steven Lieberman,
<br />City Attorney.

<br />Absent: Richard J. Davis, Edward L. Oast, Jr.

<br /> Vice Mayor Holley presided in the absence of Mayor Davis.
<br />
<br /> 80-204 Public Hearing on rezoning and use permit applications, proposed amendments
<br /> _ _ . or-the Zoning Ordinance and updating the Comprehensive Plan:
<br />
<br /> (a) Zoning Petition Z 80-5 Petition of John L. Pagan, President of Pagan
<br /> Corporation.
<br />
<br /> On motion of Mr. Barnes and seconded by Mr. Gray, to concur in the recommendation of
<br />the Planning Commission, the following ordinance was approved on First reading, and by un~
<br />
<br />"ZONING AMENDMENT ORDINANCE Z 80-5"
<br />
<br /> Motion of Mr. Barnes and seconded by Mr. Gray to suspend the rules and move Item (g) up
<br />to the second item on the agenda the joint public hearing involving the City Council and the
<br />Planning Commission, was adopted by unanimous vote.
<br />
<br />(g) JOINT PUBLICHEARING INVOLVING THE PORTSMOUTH CITY COUNCIL AND THE PORTSMOUTH PLANNING
<br /> COMMISSION WITH RESPECT TO DOCUMENTS UPDATING THE COMPREHENSIVE PLAN FOR THE CITY OF
<br /> PORTSMOUTH.
<br />
<br />The following members of the Planning Commission were present:
<br />
<br />R. Laurence Howes, Chairman, E. G. Corprew, Jr., John W. Hollowell, Beverly P. Veal,
<br />Mrs. Zelma Rivin, Vincent Skeeter, Mrs. Susan Stewart, Ex-Officio, C. H. McGinnis,
<br />Ex-Officio, J. Brewer Moore, Director of Planning.
<br />
<br />Mr. R. Laurence Howes, Chairman, Planning Commission made the following presentation:
<br />
<br /> "The plans that are before us represents guides for planning as part of an ongoing proce~
<br /> over future years to meet the city's needs as they are seen at this p6int aKd time. The scope
<br /> covers more than can be done or funded by the city in any twelve month period. Therefore,
<br /> there will be a continuing need to carry out what is committed by the fiscaI capacity of the
<br /> city With respect to land use, plans contain recommendations that in some instances differ
<br />~fmo~ ~urrent zoning. Some recommendations are more restrictive and some less. T. he Planning
<br /> Commission having developed the Comprehensive Plan feels the responsibility to bring zoning
<br /> to ~the point where they comply with the plan. We have been advised that changes conform to th~
<br /> plan, in themselves, must be subject to a public hearing.
<br />
<br /> The Planning Commission contemplates the establishment of a Land Use Management Task
<br />Force to establish the procedures that will include consultation with property owners, necessa
<br />hearings to be held and action steps that are necessary to bring current zonmng to the point
<br />where it conforms to the plan."
<br />
<br />The following citizens spoke:
<br />
<br /> Gordon B. Tayloe, Jr., Cooper ~ Davis, Attorneys for the Estate of Homer Armistead,
<br />spoke regarding area between Armistead Forest and Western Freeway, requesting area to remain
<br />the existing R-75.
<br />
<br />No action taken.
<br />
<br /> Fred Baule, 4100 Tarnywood Drive, representing Merrifield Civic League, requested that
<br />propased land use plan be revised to eliminate the present danger of high-density apartments
<br />or townhouses being developed prematurely on the River Shore site and that the River Shore
<br />tract be shown in the Compla~ to be deYeloped for only single-family homes.
<br />
<br /> Robert W. Wentz, Jr., 4730 River Shore Road, recommended that the River Shore site be
<br />amended to show that the property would be suitable for the R-75-S zoning.
<br />
<br /> Bill Wetherington, Edgefield, spoke in support of R-75-S in lieu of the apartments in
<br />River Shore area.
<br />
<br />The Planning Commission voted unanimously the plan to be modified to R-75-S.
<br />
<br /> Eddie Russell, 3101 Golf Street, representing self and Parthenia Randolph, sister, spoke
<br />concerning 6~cre~RusSelt Fa~,, and asked the question - according to the map, would he be
<br />mandated to develop along the lines of R-150.
<br />
<br /> Mr. J. Brewer Moore, Planning Director responded, that
<br />Plan~w~l be R-150.
<br /> No action taken.
