June 24, 1980 <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br /> 80-224 "Consideration of a motion to transfer <br />Account to continue operation of the Psycbodiagnostic <br />Proiect by the School Board. <br /> <br />$45,000 from the Grants Contingency <br /> Assessment of Learning Skills (PALS) <br /> <br /> This motion will provide the funds necessary to continue operation of the PALS Project <br />for a second~year. Administered by the School Board, the program diagnoses behavioral and <br />learning problems of status offenders referred by the Police Department, develops a compre- <br />hensive treatment plan and refers the participant to the school system and other community <br />agencies for treatment. The entire project is funded through the Juvenile Justice and <br />Delinquency Prevention Act and requires no local match. The City Manager recommends adoption. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Early, that authorization be granted to trsnsfer <br />$45,000 from the Grants Contingency Account, as requested,-and was adopted by unanimous vote. <br /> <br /> 80-225 "Consideration of a motion to transfer $15,054 from the Grants Contingency <br />Acccunt to operate the annual Police Training Program. <br /> <br /> This motion will provide the funds necessary to continue the annual Police Training <br />Program. It provides education and training for police 6fficers in suhh~areas~as~'police <br />managemenf~training administration, organized crime investigation, and field training <br />afficer's school. Of the total project amount, $14,301 is the federal and state share and <br />$753 is the required local match. The City Mana~ier recommends adoptio'a." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Gray, that authorization be granted to transfer <br />$15,054 from the Grants Contingency Account, as requested, and was adopted by unanimous vote. <br /> <br /> 80-226 "A motion to transfer $22,099 from the Grants Contingency Account for the <br />continuation of the VASAP Selective Enforcement Unit. <br /> <br /> This motion will provide the necessary funds to continue operation of the Virginia <br />Alcohol Safety Action Program's Special Police Patrol Unit. The purpose of this unit is <br />to intensify efforts to keep the drunk drivers off the road. To accomplish this, it is <br />planned that the Enforcement Unit will be on patrol for 48 hours each week. The funds for <br />this project are provided by the Department of Transportation Safety and no local match is <br />required. The City Manager recommends adoption." <br /> <br /> Motion of Mr. Beamer and seconded by Mr. Gray, that authorization be granted to transfer <br />$22,099 from the Gran.ts Contingency Account, as requested, and was adopted by unanimous vote. <br /> <br /> 80-227 "Consideration of a motion to transfer $42,560 from the Grants Contingency <br />Account to provide startup funds for the City to operate the Comprehensive Employment and <br />Training P~ogram for the period June 16, 1980 to September 30, 1980. <br /> <br /> This motion will provide transition funds necessary to initiate the City's administra- <br />tion of the Comprehensive Employment and Training Act. This action is necessary as a result <br />of the City's decision to act as its own P-rime sponsor teginning in October, 1980. The total <br />amount will be from CETA. Included for your information is a recap of the Grants Contingency <br />Account through June 2~, 1980. The recap outlines the estimated federal funds to be received <br />by the City for the fiscal year 1980, expenditures by program and the balance left in unal- <br />located contingency funds in the Grants account as of this date. The City Manager recommends <br />adoption." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Gray, that authorization be granted to transfer <br />$42,560 from the Grants Contingency Account, as requested, and was adopted by unanimous vote. <br /> <br /> 80-228 "Consideration of a motion authorizing the City Manager to advertise for sale <br />the property located at 120 and 518=520 South Street in the City. <br /> <br /> The City has received a request from the adjoining property owner requesting to purchase <br />both vacant lots. The parcels adjoining the vacant lots both have houses on them and the <br />indication has been made that the adjoining property owner would like to renovate the propert) <br />using the vacant lots as side yards. The City Assessor's records indicate that the property <br />at 420 South Street is appraised for $1,150 and the property at 518&5~0 South Street ms <br />appraised for $1,280. The City Manager recommends adoption." <br /> <br /> MStion of Mr. Early and seconded by Mr. Barnes, to concur in.the recommendation of the <br />City Manager and acceFt the mimimum bid at the appraised value, and was adopted by unanimous <br />Yore, <br /> <br />NEW BUSINESS <br /> <br /> 80-229 A.J. Barrier, 1412 Mt. Vernon Avenue, representing the Mt. Hermon Community <br />League, presented the following statement: <br /> <br /> "WE, the people of Mt. Hermon Community would, like to express our pro~ound appreciation <br />for the remarkable leadership and dedication demonstrated by the present administration.over <br />the past several years. O~r city has experienced many new and different changes. Although, <br />many citizens from various economic-social ~adkgrounds have appeared. <br /> <br /> We feel that this administration has shown concern for each individual and group. <br />Certainly all of you are to be commended for these accomplishments. <br /> <br />To you, the Honorable Richard J. Davis, your leadership has been the greatest in the <br /> <br /> <br />
