Mayo, J~., 102 Park~Road, Attorney representing Portsmouth Partners, spoke and <br />requested that the property located at the northeast corner of Hedgerow Lane and River <br />Shore Road, slated for rezoning from its present R-75 to R-75-S, be deleted from the <br />the Comprehensive Plan. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Early, that the Comprehensive Plan to be <br />adopted. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Early, to amend that the northeast corner of <br />Hedgerow Lane and River Shore Road to remain R-75, and the recommendations of the Planning <br />Commission be forwarded to the new Council, and was adopted by unanimous vote. <br /> <br />On motion, the following resolution was adopted, as amended, and by the following vote: <br /> <br />"A RESOLUTION APPROVING AND ADOPTING THE COMPREHENSIVE PLAN FOR THE CITY <br />OF PORTSMOUTH DESIGNATED CP-80-1. <br /> <br /> WHEREAS, the Code of Virginia, 1950, requires that every governing body shall adopt <br />a Comprehensive Plan by July 1, 1980; and <br /> <br /> WHEREAS, the Planning Commission <br />the existing conditions and trends of <br />the City and its inhabitants; and <br /> <br />made a careful and comprehensi~s survey and study of <br />growth, and of the probable futurs requirements of <br /> <br /> WHEREAS, the Planning Commission, prior to the recommend~t~om, g~vm~oti~ee,and ~eld <br />public hearings on the plan as required by law, and prepared and recommended a Comprehensive <br />Plan for the physical, social and economic development of the City; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth has held public hearings, with notice <br />as required by law, and considered the proposed Comprehensive Plan. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br /> That the Comprehensive Plan for the City of Portsmouth, Virginia, designated CP~80-1 <br />be, and hereby is approved and adopted." <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br /> 80-204 The following ordinance approved on first reading at the Public Hearing of <br />June 9, 1980, was taken up and read: <br /> <br />(a) "ZONING JdMBNDMENT ORDINANCE Z 80-5" <br /> <br /> On motion of Mr. Gray and seconded by Mr. Oast, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Barnes, Beamer, Early, Gray, Holley, Oast, Davis <br />Nays: None <br /> <br /> 80-204 On motion of Mr. Gray and seconded by Mr. Early, the following <br />approved on first reading at the Public Hearing of June 9, 1980, was adopted <br />following vote: <br /> <br />resolution <br />and by the <br /> <br />(c) "A RESOLUTION GRANTING A USE PERMIT TO ZION BAPTIST CHURCH TO OPERATE A <br /> C~URCH AND PLACE OF WORSHIP AT S27 GREEN STREET. <br /> <br /> WHEREAS, Zion Baptist Church, by B. B. Adderholdt, Jr., Architect, made an application <br />pursuant to Section 40-72(b) of the Code of the City of Portsmouth, 1973, as amended, for <br />the granting of a use permit as hereinafter-described; and <br /> <br /> WHEREAS, the applicant and Planning Director have done all things required to be done <br />in connection with said application; and <br /> <br />WHEREAS, the Planning Commission has recommended the granting of said use permit. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the CounciI of the City of Portsmouth, Virginia: <br /> <br />1. That the use for which the use permit hereinafter-described is sought: <br /> <br /> (a) Will not adversely affect the health and safety of persons residing and <br />working in the neighborhood of the proposed use; <br /> <br /> (b) Will not be detrimental to the public use or injurious to the property or <br />improvements in the neighborhood; and <br /> <br />[c) Will be in accord with the purposes of the Zoning Chapter of the City Code. <br /> <br /> <br />
