B6

July 22~ 1980

80-261 Bernard Jernigan, -27 Brunswick Road, spoke concerning the
~evelopment Program. Also spoke against HUD telling the city their rights
following questions:

1979-80 Community
and asked the

1. Are the citizens going to be stuck with an unacceptable closed-door complement;
2. Are the feelings of the affected communities going to be taken into consideration;
3. Is the cost of new construction going to be weighed against that of rehabilitation;
~. Are we going to succumb to Federal bureaucratic dictat6rship; are we going to as
a city united, both the citizens, Council, the mayor (the ~nager ~nd all included)
to stand up for our rights.

80-262 - The following letter received from ~.~Hunter Brantiey, Jr., Chairman, Clean
Community Commission:

"For some~time now, we have been acutely aware of a very serious dumping problem in the
area commnnly known as "Sugar Hill". This unsightly debris is highly visible to motorists
entering our city by way of the Midtown Tunnel. Ail of us, I'm sure, find it ~mt offensive.

Altliougti we realize that this area may some day be totall~ industrial, we have neverthe-
less drafted a proposed program to help alleviate the situation. Our plan calls for mo~ilizil
hundreds of volunteers to clean up the area in a massive effort. We believe the results would
be astonishing. However, there is one problem we should address before undertaking such an
endeavor. Unfortunately, it is predictable, despite the proposed project, that within a few
months, this are~would again be an eyesore. Therefore, the Commission would like to work with
the City in order to develop a more comprehensive approach to this problem that would have a
more lsting effect. In this manner, the many volunteer hours provided through the proposed
Froject would not be unnecessarily wasted.

Before we embark on this endeavor,
present our proposR1. Be assured that
City'."

we would like to meet with City staff to more fully
our desire is to improve the image of our ~All American

Motion of Mr. Gray and seconded by Mrs. Webb, ~o be received as information and the
letter to be referred to the City Manager, and was adopted by unanimous vote.

80-263 Councilman Barnes stated he had received complaints from citizens concerning
the air ~raffic pattern from Norfolk Regional Airport and helicopterrpattern across the
residential area in the city, and suggested that the~City Attorney look into the matter
and prepare a resolution.

On motion meeting adjourned.

City
