The projects in the FY 1981 work <br />program included, among others, pursuit of industrial development in the Southside IV project <br />area and the Hattonsville Corridor. The Committee views these two areas as offering signifi- <br />cant economic development opportunities which ~re a necessary element of a comprehensive <br />community development strategy.~ Additionally, the pursuit of industrial development programs <br />at each location is consistent with Portsmouth's adopted Comprehensive Plan and thecpreviously <br />submitted land use recommendations of the Portsmouth Industrial Development Authority and the <br />Portsmouth Port and Industrial Commxssion. <br /> <br /> Therefore, as Portsmouth Chairman of the two-city advisory organization, I wish to indica' <br />our strong support for the Community Development program as recommended by the Citizens Adviso: <br />Committee. Active pursuit of these projects is vital to maintain the momentum which as been <br />created in the area of economic development during the past several years. Also, the industri~ <br />sites to be created are necessary if Portsmouth is to maintain a competitive posture with sur- <br />rounding municipalities and if we are to continue an effective attack on our high unemployment <br />problem. <br /> <br /> Thus, your favorable consideration of the fiscal year 1980 and 1981 Community Development <br />programs as recommended by the Citizens Advisory Committee is respectfully requested. This plan, which is patterned after the City's recently <br />adopted Comprehensive Land Use Plan, is particularly suited toward the development of the City <br />~rime industrial areas in addition to its housing needs. <br /> <br /> The IDA and PPIC have indentified the Hattonsville corridor as one of the last prmme <br />effective industrial a~eas of the City with respect to development. Similarly the ongoing ef- <br />forts in the Southside area which consist both of housing stock rehabilitation and development <br />as well as industrial development offer Portsmouth the most for its money in both areas. <br /> <br /> To make economic and industrial development of the city follow a coordinated pattern, <br />it must follow a long range Flan, without frequent short range changes. Signed by Raymond Turnex <br />Vice President, Portsmouth Central Civic Forum" <br /> <br /> 9urvin Cromwell, 2820 Hyman Street, representing the Hattonsville Civic League, spoke <br />regarding conditions in Hattonsville and requested that consideration be given to the area. <br /> <br />UNFINISHED BUSINESS <br /> <br /> 80-211 The following report was submitted concerning home improvement contractors,by th~ <br />City Manager: <br /> "As you will recall, Mrs. Gall Kettl~well appeared at your June 10, 1980 Council meeting <br />speaking on behalf of the Portsmouth Federation of Civic Clubs concerning the need for greater <br />consumer protection regarding the home improvement industry. This item [80-211) was subse- <br />quently referred to my office by you for investigation. <br /> <br /> The staff advises me that over the past few years, the~e has been a s~gnificant increase <br />in home improvement related complaints involving either shoddy workmanship or illegitimate <br />contract adminstration. For the most part, these complaints have not involved the regulated <br />trades (plumbing and electric). T~e complaints are generally related to the small general <br />contractor who builds a garage, adds a room, or repairs a roof. <br /> <br /> <br />
