There is an approximate balance of $50,000 remaining on this project. This transf~ <br />will permit the finalization of design, drafting, and preparation of specifications for the <br />three projects outlined. There are sufficient funds in the appropriation <br />to cover the construction contract as well as engineering and inspection costs. Bolding, being the <br />by unanimous vote. <br /> <br />that the contract for the <br />lowest responsible bidder, <br /> <br />storm drainage <br />and was adopted <br /> <br /> 80-278 "Cmns~d~zation of an ordinance declaring that a potential shortage of water <br />exists in the City of Portsmouth's water system and authorizing the City Manager to take <br />special measures of prudent management to prevent a crucial water shortage for the preserva- <br />tion of public health, safety and welfare. <br /> <br /> During the previous City Council meeting I advised Council of the conditions that existed <br />in our 4 reservoirs as of July 18, 1980. We have not had any appreciable rainfall since that <br />date and the useable capacity of the reservoirs has continued to decline since my last report. <br />On Tuesday, August 5th, we implemented voluntary conservation measures requesting all citizen~ <br />to voluntarily comply in the conservation of water with a suggested list of items which is <br />attached for your information. Since the National Weather Bureau is predicting that we may <br />not receive any appreciable rainfall for the balance of this month, I feel that it iS in the <br />best interest of the City from a public health and safety standpoint to adopt this authorizati~ <br />setting forth mandatory controls and measures when the lakes have reacbed a point to deem it <br />necessary. The City Manager recommends adoption'.'" <br /> <br /> On motion of Mr. Barnes and seconded by Mrs. Webb, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE DECLARING THAT A POTENTIAL SHORTAGE OF WATER EXISTS IN THE CITY <br />OF PORTSMOUTH'S WATER SYSTEM AND AUTHORIZING THE CITY MANAGER TO TAKE SPECIAL <br />MEASURES OF PRUDENT MANAGEMENT TO PREVENT A CRUCIAL WATER SHORTAGE FOR THE <br />PRESERVATION OF PUBLIC HEALTH, SAFETY AND WELFARE." <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Jo'hansen <br />Nays: None <br /> <br /> 80-279 "Consideration of a resolution authorizing the School Board to apply for, <br />receive, and expend funds from the State and Federal Governments for Fiscal Year 198~-81. <br /> <br /> The City Council has annually authorized the School Board to apply for, receive and <br />expend funds, known as grants during the course of the fiscal yea~. Attached for your informa- <br />tion is a ccpy of the resolution adopted by the School Board on July 17, 1980, requesting <br />authorization for the current budget year. Historically the City has approved this reso- <br />lution with the request that the City Council be advised by financial reporting of all grants <br />received and expenditures for such grants. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Whitlow, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE SCHOOL BOARD OF THE CITY OF PORTSMOUTH TO MAKE APPLICA- <br />TION FOR, RECEIVE AND EXPEND FUNDS FROM FEDERAL, STATE AND OTHER AGENCIES NOT <br />PRESENTLY BUDGETED IN THE 1980-81 SCHOOL BUDGET; DIRECTING THE SCHOOL BOARD TO <br />REPORT RECEIPT AND EXPENDITURE OF SUCH FUNDS TO THE CITY MANAGER. <br /> <br /> WHEREAS, educational funds from a variety of governmental agencies become available <br />during the fiscal year; and <br /> <br />WHEREAS, in many occasions, priority of funding is based upon time application. <br /> <br /> NO~, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the School Board of the City of Portsmouth is authorized to make application for, receive and <br />expend funds from federal, state and other governmental agencies not presently budgeted in <br />the 1980-81 School Budget. <br /> <br /> BE IT FURTHER RESOLVED that the Superintendent of Schools ~s directed <br />Manager of the total sum received and expended. <br /> <br />This resolution shall become effective from the date of its adoption." <br /> <br />to advise <br /> <br />the City <br /> <br /> <br />
