August 12~ 1980 <br /> <br /> WHEREAS, on July 21, 1980, the Mayor, City Manager and Attorneys met with the Area <br />Manager for HUD, and her Staff, and offered for consideration a new site in census tract <br />125 that is presently zoned R-60 for the construction of 100 units; and <br /> <br /> WHEREAS, on July 29, 1980, HUD advised the City that this site had been informally <br />reviewed and that it conforms to the Site and Neighborhood Standards and is acceptable for <br />development of 1OO units of housing for low and moderate income families; and <br /> <br /> WHEREAS, the site proposed in census tract 125 will not have an adverse impact on <br />schools and other services, is zoned for multi-family (R-60), has recently been redesignated <br />for this use in the Comprehensive Plan and contains approximately ten (10) acres which is <br />more than adequate for the construction of 100 units of multi-family housing; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth is in the best position to determine <br />local needs and the location of any additional housing. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br /> 1, That the Portsmouth Redevelopment and Housing Authority is directed to prepare an7 <br />amendment to the 1979 Three-Year Plan designating census tract 125 for new construction <br />for the 1980 Community Development Program and to take any additional steps necessary to <br />obtain control of the site. <br /> <br /> 2. That this Council will hold a public hearing on August 26, 1980 on the proposed <br />amendment, and, if approved, would submit same to the HUD Area Office for approval and <br />make a formal request for preapproval of the afore-mentioned site and the assignment of <br />contract authority for 100 units Of Section 8 housing to the Portsmouth Redevelopment and <br />Housing Authority for the development of the units. <br /> <br /> 3.
