WHEREAS, the assessed value of said property is One Hundred Twenty-four Thousand, <br /> Six Hundred Forty Dollars ($124,640.); and <br /> WHEREAS, Section 2.09(c) of the Charter of the City of Portsmouth provides that the City <br /> may convey property'to the Commonwealth of Virginia or any political subdivision thereof <br /> without advertisement and without receiving bids; and <br /> <br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority is a political subdivision of <br /> the Commonwealth of ~irginia. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br /> the City Manager be, and he hereby is, authorized to convey the following described property <br />to the Portsmouth Redevelopment and Housing Authority: <br /> <br /> All that certain lot, piece or parcel of land, situate, lying <br /> and being in the City of Portsmouth, Virginia, bounded and described <br /> as follows: <br /> <br /> Beginning at a point which is the south-west intersection of <br /> Crawford Parkway amd Dinwiddie Street and from said point running <br /> S 3~ 41' 47" east 135.97' to a point; thence S 87~°22' 50" west <br /> 99.87' to a point; thence S 3© ~1' 47" east 179.93' to a point; <br /> thence S 879 05' 17" west 260.31' to a point on the east right-of-way <br /> of Washington Street; thence along the east right-of-way of Washington <br /> Street N 3© 277 23,' west 148.51' to a point; thence N 86© 32' 37" <br /> east 90.00' to a point; thence N 3© 27' 23" west 93.48' to a point <br />'on the southern right-of-way of Crawford Parkway; thence along the <br /> southern right of way of Crawford Parkway S 87° 05' east 270.51' <br /> to the Point of Beginning. <br /> <br /> The terms of this conveyance shall be that within thirty (30) days from the date of <br />the adoption hereof, Portsmouth Redevelopment And Housing Authority will present to the City <br />Manager a contract for the purchase of the hereinabove-described property by a developer for <br />the stated assessed value of the property of One Twenty-four Thousand, Six Hundred Forty Dolla! <br /> $124,640.). <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to complete <br />all transactions and execute all documents incident to such conveyance upon the conditions <br />stated herein; that the City Manager be, and he hereby is, authorized to permit access to <br />said property prior to the transfer of title thereof for the purpose of soil borings and testi: <br />to be ~ompleted by the perspective developer, upon the condition that said developer shall <br />agree to hold the City of Portsmouth harmless from any and all claims, damages or causes of <br />action which may result from the conduct of such testing by the developer or its agent." <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br />NEW BUSINESS <br /> <br /> 80-314 - Jim Hartle¥, 43 E. Pollux Circle, representing Simonsdale Civic LeagFF,.spoke <br />on the present priority §ystem for capital improvements witfiin the city - stating mar ne <br />didn't believe it was w~rking~and offered the following suggesti0~for consideration and study <br /> <br />"that between 20% to 40% ~£!~he~city's Capital Improvement Budget be mandated for <br />distribution to all the communities and neighborhoods within the city; based on:a <br />formula that includes taxes derived from that area and the expenses that the city <br />incurs because of that area; perhaps rotating system setup where g. community would <br />get it every two or three years." <br /> <br />No action taken. <br /> <br /> 80-316 - Frank Nadeau, 242 Elm Avenue, representing the Park View Project Area Committee, <br />spoke concerning a traffic ligh~ to be installed at the intersection of Elm Avenue and Leckie <br />Street. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Barnes, the matter to be referred to the City <br />Manager, and was adopted by unanimous vote. <br /> <br /> 80-317 - Sarah C. Wallace, 118 Riverview Avenue, representing the Park View PAC, made <br />the following presentation: <br /> <br /> "I am here this even~ing to inform you of the condition of the property located at 122 <br />Riverview Avenue, and agk for your support in the enforcement of all applicable codes and <br />laws of the City, <br /> <br /> 122 Riverview Avenue was a single family structure, constructed in the early 1900's. <br />During the war years, this house was broken into four rental units. During the past 15-20 <br />years this structure has experienced severe deterioration and now is a blighting influence on <br />the block. <br /> <br /> In 1977, a proposal which required a zoning change was presented to the community <br />of Park View. This proposal provided for 122 Riverview Avenue to be a rehabilitation center <br />alcoholic women. Each appropriate City department inspect.ed this house in order to determine <br />the extent of repairs <br />that the <br /> <br /> that were needed.
