Tho City Manager recommends adoption." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Beamer, that authorizaticn be granted to ad- <br />vertise for sale city-owned property located at 2508-14 Barclay Avenue as requested, and <br />was adopted by unanimous vote. ' <br /> <br /> 80-309 "Consideration of an ordinance to amend the Code of the City of Portsmouth, <br />1973, as amended, by amending Sections 9-53 and 9-82 so as to change the central absentee <br />voter election precinct and the voting place for precinct ~18. <br /> <br /> The Elecnoral Board has recommended that we change the central absentee voter precinct <br />from the Library on Court Street to the new City Hall 801 Crawford Street in conjunction <br />with the relocanion of the Registrar's Office. The voting place for precinct ~18 is being <br />relocated to 4009 Deep Creek Boulevard, Nazarene Church Annex. This relocation is required <br />due to the sale of the Highland Biltmore Community House The City Manager recommends <br />adoption. ' <br /> <br /> On motion of Mr. Beamer and seconded by Mrs. Webb, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br /> BY AMENDING SECTIONS 9-S3 AND 9-82 THEREOF SO AS TO CHANGE THE CENTRAL <br /> ABSENTEE VOTER ELECTION PRECINCT AND THE VOTING PLACE FOR PRECINCT NO.18." <br /> <br /> Ayes: Barnes, Beamer, Gray, east, Webb, Whitlow Johansen <br /> Nays: None ' <br /> <br /> 80-310 "Consideration of a motion authorizing the City Manager to advertise for sale <br />a City-owned_lot located at the intersection of Court Street and Crawford Parkway. <br /> <br /> the City has received an inquiry into the possible acquisition of Parcel 98 located <br />on Court Street ~or the purpose of constructing a single family residence. The City has a <br />drain~Be lind ~nning through this property which renders it useless from the standpoint of <br />residential use. However, should the advertisement generate sufficient bids to -iustify the <br />relocation of the drainage line the City would be willing to consider the relocation. The <br />estimated cost to relocate the drainag~ lina i~ approximately' $t0 000 The City Manager <br />recommends adoption." ' ' <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, that authorization be granted to advertise <br />for sale a city-owned lot located at the intersection of Court Street and Crawford Parkway, <br />as requested, and was adopted by unanimous vote. <br /> <br /> 80-311 "Consideration of a motion authorizing the City Manager to proceed with the <br />discontinuance of the old Gamewell type fire alarm boxes previously used as an emergency <br />reporting system or fires within the City. <br /> <br /> Since the advent of the 911 system in the City of Portsmouth, the notification of all <br />emergency reports are being accomplished through this system. Approximately 85 to 90% of all <br />calls received through the call box system are false alarms. The present cost for maintenance <br />of the fire alarm system and required improvements to keep it operational makes the system <br />economically infeasible for the future. We would proceed with the street boxes first and work <br />with those clients currently using the fire alarm system to insure that an alternate emergency <br />system is in place prior to elimination of the call boxes. It is anticipated that the al- <br />ternate emergency system would be completed on or before December 31 1980. the City Manager <br />recommends adoption." ' <br /> <br /> Motion of Mr. Oast and Seconded by Mr. <br />with the discontinuance of the old Gameweli <br />adopted by unanimous vote. <br /> <br />Barnes, that authorization be granted to proceed <br />type fire alarm boxes, as requested, and was <br /> <br /> 80-312 ~ "Submission of the second quarterly report of the Employee (L) Selection <br />Review Procedure and the Equal Employment Opportunities and Affirmative Action Activities <br />as of June 30, 1980. <br /> <br /> This report is furnished for your infOrmation in accordance with APD #18." <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, the report to be received as information, <br />and was adopted by unanimous vote. <br /> <br /> 80-313 - On motion of Mr. Gray and seconded by Mrs. Webb, the following resolution was <br />adopted, and by the following vote: <br /> <br /> "~ RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY-OWNED PROPERTY <br /> TO THE FORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY (CRAWFORD PARKWAY <br /> AND WASHINGTON STREET, OLDE TOWNE PROJECT, BLOCK 16, PARCEL 1). <br /> <br /> WHEREAS, the City of Portsmouth owns certain hereinafter-described real property which <br />is no longer needed by the City and it is, therefore,~declared to be surplus property; -and <br /> <br /> WHEREAS, the Portsmouth Redevelopment And Housing Authority desires to obtain title to th. <br />hereinafter-described property for the purpose of negotiating the development thereof with a <br />private developer for a proposed townhouse project; and <br /> <br /> <br />
