' 80-309 "Consideration of an ordinance to amend the Code of the City of Portsmouth, 1973, as amended, by amending Sections 9-53 and 9-82 so as to change the central absentee voter election precinct and the voting place for precinct ~18. The Elecnoral Board has recommended that we change the central absentee voter precinct from the Library on Court Street to the new City Hall 801 Crawford Street in conjunction with the relocanion of the Registrar's Office. The voting place for precinct ~18 is being relocated to 4009 Deep Creek Boulevard, Nazarene Church Annex. This relocation is required due to the sale of the Highland Biltmore Community House The City Manager recommends adoption. ' On motion of Mr. Beamer and seconded by Mrs. Webb, the following ordinance was adopted on first and final reading, and by the following vote: "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY AMENDING SECTIONS 9-S3 AND 9-82 THEREOF SO AS TO CHANGE THE CENTRAL ABSENTEE VOTER ELECTION PRECINCT AND THE VOTING PLACE FOR PRECINCT NO.18." Ayes: Barnes, Beamer, Gray, east, Webb, Whitlow Johansen Nays: None ' 80-310 "Consideration of a motion authorizing the City Manager to advertise for sale a City-owned_lot located at the intersection of Court Street and Crawford Parkway. the City has received an inquiry into the possible acquisition of Parcel 98 located on Court Street ~or the purpose of constructing a single family residence. The City has a drain~Be lind ~nning through this property which renders it useless from the standpoint of residential use. However, should the advertisement generate sufficient bids to -iustify the relocation of the drainage line the City would be willing to consider the relocation. ' ' Motion of Mr. Gray and seconded by Mrs. Webb, that authorization be granted to advertise for sale a city-owned lot located at the intersection of Court Street and Crawford Parkway, as requested, and was adopted by unanimous vote. 80-311 "Consideration of a motion authorizing the City Manager to proceed with the discontinuance of the old Gamewell type fire alarm boxes previously used as an emergency reporting system or fires within the City. Since the advent of the 911 system in the City of Portsmouth, the notification of all emergency reports are being accomplished through this system. Approximately 85 to 90% of all calls received through the call box system are false alarms. The present cost for maintenance of the fire alarm system and required improvements to keep it operational makes the system economically infeasible for the future. We would proceed with the street boxes first and work with those clients currently using the fire alarm system to insure that an alternate emergency system is in place prior to elimination of the call boxes. It is anticipated that the al- ternate emergency system would be completed on or before December 31 1980. the City Manager recommends adoption." WHEREAS, the City of Portsmouth owns certain hereinafter-described real property which is no longer needed by the City and it is, therefore,~declared to be surplus property; -and WHEREAS, the Portsmouth Redevelopment And Housing Authority desires to obtain title to th. hereinafter-described property for the purpose of negotiating the development thereof with a private developer for a proposed townhouse project; and
