Williams, <br /> City Attorney. <br /> <br /> Frank Nadeau, Assistant to the Pastor, Berean Chapel, <br />follswed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Johansen welcomed all visitors in attendance. <br /> <br />on August 26, 1980, there were present: <br /> <br />R. J. Robert Gray, Edward L. Oast, Jr. <br /> City Manager, Steven Lieberman, <br /> <br />opened the meeting with prayer, <br /> <br /> Motion of Mr. Gray and seconded by Mr. Oast, minutes of the called meeting of August 11, <br />1980; minutes of the Public Hearing meeting of August 11, 1980; minutes of the called meeting <br />of August 12, 1980; minutes of the regular meeting of August 12, 1980, to be apFroved as re- <br />ceived, and was adopted by unanimous vote. <br /> <br /> 80-297 Mayor Johansen presented to Miss Gina Leigh Phillips, "Miss Virgmnia Teenager <br />1980", the'Key to the City". <br /> <br /> 80-298 J. Leon Knight, former resident of Portsmouth, presently residing in New York, <br />presented to City Council a major album titled "~ime is Running Out" by the New York A.M.E.Z. <br />Mass Choir, Director by Mr. Knight. Mr. Knight ~a.~gaen nominated for a Grammy Award. <br />The album will be placed in the Public Library. <br /> <br /> 80-299 Joint Public Hearing of the City Council and Portsmouth Redevelopment 8 Housing <br />Authority on a proposed amendment to the City of Portsmouth's Housing Assist~mce Plan (HAP) <br />contained with the 1979 Three-Year Community Development Program. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Barnes, to suspend the rules in order that the <br />Council may hold its scheduled Public Hearing and consider Agend~ Items 80-250(a) a~d 80-250(bi <br />at the end of the Agenda and to recess after the remaining items are acted upon and reconvene <br />at T. A. Willett Auditorium at Woodrow Wilson High School at 8:30 p.m., and was adopted by <br />unanimous vote. <br /> <br />UNFINISHED BUSINBSS <br /> <br /> 80-265 The following ardinance approved on first reading at the Public Hearing of <br />August 11, 1980, was taken up and read: <br /> <br />(a) "ZONING AMENDMENT ORDINANCE Z 80-6" <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Webb, the ordinance was. adopted, <br />following vote: <br /> <br /> Ayes: Barnes, Beamer, Gray, Oast, Webb, <br /> Nays: None <br /> <br /> 80-265 On-motion of~k. Whitlow and seconded by Mr. Gray, ~he~fol~owing resolntion <br />approved on first reading at the Public Hearing of August 11, 1980, was adopted and by <br />the following vote: <br /> <br /> and by <br /> <br />Whitlow, Johansen <br /> <br />the <br /> <br />(b) "A RESOLUTION GRANTING A USE PERMIT TO TIDEWATER BIBLEWAY TEMPLE TO OPERATE A <br /> CHURCH OR HOUSE OF WORSHIP AT 504-510 HIGH STREET. <br /> <br /> WHEREAS, Tidewater Bibteway Temple, pursuant to Section 40-120(a) and 40-72(b) of the <br />Code of the City of Portsmouth, Vi:~inia, 1973, has petitioned for the granting of a use <br />permit as hereinafter-described; and <br /> <br /> WHEREAS, the applicant and the Planning Director have done all things required to be done <br />in connection with said application; and <br /> <br /> WHEREAS, the <br /> <br /> NOW, THEREFORE, BE IT RESOLVED <br /> <br /> 1. That the use for which the <br />worshiF: <br /> <br />Planning Commissmon has recommended the granting of said use permit. <br /> by the Council of the City of Portsmouth, Virginia: <br /> permmt is sought for the operation of a church or house of <br /> <br /> (a) Will not adversely affect the health and safety of persons residing or working in <br />~he neighborhood of the proposed use; <br /> <br /> (b) Will not be detrimental to the public use or injurious to property or improvements <br /> neighborhood; and <br /> <br /> (c) Will be in accord with the purposes of the Zoning Chapter of the City Code. <br /> 2. Tidewater Bibleway Temple is hereby granted a use permi~ pursuant to Section 40-120(a) <br />and Section 40-72(b) of the Code of the City of Portsmouth, Virginia, to operate a church or <br />house of worship on the property described as follows and known as 504-410 High Street: <br /> <br />in the <br /> <br /> Beginning at a point on the north side of High Street, said <br />point being 30 feet west from the northwest intersection of High <br />Street and ginwiddie Street; thence north 65 feet, more or less; <br />thence west 40 feet, more or less; thence north 55 feet, more or <br />less; thence west 35 feet, more or less; thence south 113 feet, <br />more or less to the north right of way of High Street; thence <br /> <br /> <br />
