September 23, 1980 <br /> <br /> Motion of Mr. Gray and seconded by Mr. Oast, that authorization be granted to refund <br />$3,051.71 to Portsmouth Doctors Building, Inc., as requested, and was adgpted by unanimous <br />vote. <br /> <br /> 80-385 "Report from the City Manager on The transfer of $368,000 from the Emergency <br />Contingency Fund to the Department of Public Safety for the 1979-80 budget. <br /> <br /> This transfer was made to provide the necessary funds to record accrued expenditures <br />for salaries during the close-out of the 1979-80 financial records, This is the first year <br />that the City has accrued wages earned but not expended during the budget year. This re- <br />quirement has_been promulgated by revised guidelines under the generally accepted accounting <br />principles for government. This [ransfer was made in order to bring the City's Audited <br />Financial Report for 1979-80 in line with accepted accounting principles for governmental <br />funds. There was an over expenditure of funds in actual reporting of days worked by employee: <br />but not paid prior to June 30, 1980. These funds are budgeted in the 1980-81 budget for paym6 <br />and will be offset by the next audit. This information is being reported to City Council in <br />accordance with Section 11-6 of the City Code which requires that all transfers from the <br />Emergency Contingency Account will be reported to City Council." <br /> <br /> Motion of Mr. Oast and seconded by Mrs. Webb, that the report to be received as informa- <br />tion and was adopted by unanimous vote. <br /> <br /> 80-356 On motion of Mr~ Gray and seconded by Mr. Beacmer, the following resolution was <br />adopted, and by the following vote: <br /> <br /> "A RESOLUTION EXTENDING THE CITY MANAGER'S AUTHORIZATION TO CONVEY CITY-OWNED <br /> PROPERTY AT CPJtWFORD PARKWAY AND WASHINGTON STREET TO THE PORTSMOUTH REDEVELOPMENT <br /> AND HOUSING AUTHORITY. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, adopted a resolution at a meet- <br />ing held August 26, 1980, authorizing the City Manager to convey a certain parcel of property <br />located at or near the intersection of Crawford Parkway and Washington Street to the Portsmou~ <br />Redevelopment and Housing Authority; and <br /> <br /> WHEREAS, the ~¢rms of such authorization was that within thirty (30) days from the <br />date of the adoption of said resolution, the Portsmouth Redevelopment and Housing Authority <br />would present to the City Manager a contract for the purchase of said property by a developer <br />for the stated assessed value of the property of One Hundred Twenty-four Thousand, Six Hundre¢ <br />Forty Dollars '($124,640.); and <br /> <br /> WHEREAS, the City Manager was authorized to permit access to said property prior to the <br />transfer of title thereof for the purpose of soil borings and testing to be completed by the <br />perspective developer; and <br /> <br /> WHEREAS,_ t~e soil borings and testing will not be. completed within said thirty (30) day <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the authorization to convey city-owned property at Crawford Parkway and Washington Street to <br />the Portsmouth Redevelopment and Housing Authority granted the City Manager by a Resolution <br />adopted by the Council of the City of Portsmouth, Virginia, at a meeting held August 26, 1980 <br />be ex.tended for a period of sixty (60) days from the date of the adoption hereof." <br /> <br /> Ayes: Beamer, Gray, Oast, Webb, Whitlow, Johansen <br /> Nays: None <br /> <br /> 80-357 - On motion of Mrs. Web~ and seconded by Mr. Beamer, the following resolution was <br />~dopted, ~ by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE SURPLUS WATER FROM THE CITY OF <br /> SUFFOLK DURING A DROUGHT-CAUSED EMERGENCY; TO SELL WATER TO SUFFOLK UNDER SIMILAR <br /> CONDITIONS. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, adopted an Ordinance on August <br /> 12, 1980 declaring that there exists an immediate potential for a shortage of potable water i~ <br /> i.ts water supply and authorizing the City Manager to commence conservation measures to prevent <br /> ~' c~ucial water shortage as a result of climatic, hydrological and other extraordinary natural <br /> conditions; and <br /> <br /> WHEREAS, Suffolk owns and operates a water supply and distribution system which includes <br /> deep water wells located within the corporate limits of Suffolk; and <br /> <br /> WHEREAS, the'Suffolk water system has an abundance of potable drinking water which it <br /> can deliver directly into the Portsmouth lakes located within the corporate limits of Suffolk <br /> and <br /> <br /> WHEREAS, during conditions of shortages of potable water, it is mutually beneficial to <br /> both cities to facilitate the conveyance of water from one system to the other system. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth: <br /> <br />it <br /> <br />h <br /> <br /> <br />
