September 23~ 1980 <br /> <br />At a regular meeting of the City Council held on September 23, 1980, there were present: <br /> <br />J. E. Johansen, Ben A. Beamer, Sr., J. Robert Gray, Edward L. Oast, Jr., <br />Gloria O. Webb, Morton V. Whitlow, Robert T. Williams, City Manager, <br />Steven Lieberman, City Attorney. <br /> <br />by <br /> <br /> Absent: Jack P. Barnes <br /> <br /> Rabbi Judah L. Fish, Gomely Chesed Congregation, <br />the Pledge of Allegiance to the Flag. <br /> <br />opened the meeting with prayer, followed <br /> <br />Mayor Johans~en welcomed all visitors in attendance. <br /> <br />Motion of Mr. Beamer and seconded by Mrs. Webb, minutes of the called meeting of <br />September 9, 1980; minutes of the regular meeting of September 9, 1980, to be approved as <br />received, and was adopted by unanimous vote. <br /> <br />- UNFINISHED BUSINESS <br /> <br /> 80-330 - The following ordinance approved on first reading at the regular meeting of <br />September 9, 1980, was taken up and read: <br /> <br />t'AN ORDINANCE TO APPROPRIATE $42,500 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />RENOVATION OF TENNIS COURTS AND PURCHASE OF PLAYGROUND EQUIPMENT." <br /> <br /> On motion of Mr. Beamer and seconded by Mrs. Webb, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 80-351 - The following ordinance approved on first reading at the regular meeting of <br />September 9, 1980, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $7,500 FROM THE CAPITAL IMPROYEMENT FUND FOR THE <br />COST OF THE SURVEY OF THE SEABOARD COAST LINE RAILROA~ RIGHT-OF-WAY FROM <br />ELMHURST LANE TO THE WESTERN BRANCH OF THE ELIZABETH RIVER." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, the ordinance was adopted, and by the <br />following vote: <br /> <br /> 80-332 <br />September 9, <br /> <br />Ayes: Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br />- The following ordinance approved on first reading at <br />1980, was taken up and read: <br /> <br />the regular meeting of <br /> <br />"AN ORDINANCE TO APPROPRIATE $50,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />ADDITIONAL ENGINEERING SERVICES FOR IMPROVEMENTS TO THE WATER TREATMENT PLANT <br />IN SUFFOLK, VIRGINIA." <br /> <br /> On motion of Mr. Beamer~and~seconded by Mr. Oast, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Beamer, ~Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 80-333 - The following ordinance approved on first reading at the regular meeting of <br />September 9, 1980, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $450,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />RECONSTRUCTION AND OVERLAY OF SELECTED STREETS THROUGHOUT THE CITY." <br /> <br /> Motion of Mr. Oast and Seconded by Mr. Gray~ to amend the ordinance to appropriate <br />$550,000, and was adopted by unanimous <br /> <br /> On motion of Mra.
