f58 <br /> <br />"AN ORDINANCE FC ABPROPRIATE $389,000 FROM THE GENERAL FUND FOR REMEDIAL AND <br />VOCATIONAL EDUCATION PROGk~J4S FOR THE PORTSMOUTH PUBLIC SCH.OOLS." <br /> <br /> Motion of Mr. Whitlow and seconded by Mr. Beamer to request School Board confirm that <br />this appropriation is a State grant and will not increase the 1980-81 budget level for pur- <br />poses of establishing a.basis for next year's (1981-82) budget considerations; to furnish <br />complete explanation of revenue as indicated by this grant; also to have complete explanation <br />of expenditures, especially as to whether or not new programs will be funded by this source, <br />and was adopted:by unanimous vote. <br /> <br /> 80-417 "Consideration of an ordinance on first reading to appropriate $60,000 from the <br />Virginia Public Assistance Fund for emergency payments under the Fuel Assistance Program. <br /> <br /> The Department of Social Services has been advised that approximately $850,000 has been <br />allocated to Portsmouth for the Emergency Fuel Assistance Program for Fiscal Year 1981. <br />The major portion of the funds for fuel assistance will be dispersed directly from Richmond <br />to Portsmouth residents. This appropriation is for emergency fuel assistance payments to <br />those residents who require immediate purchase of fuel. The program will be administered <br />by the Department of Social Services the same as the 1980 program; with an estimated ,000 <br />households in the City eligible for some type of fuel assistance. The City Manager recommends <br />adoption on first reading." <br /> <br /> On motmon of Mrs. Webb and seconded by Mr. Barnes, the following ordinance was approved <br />on first reading, and by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $60,000 FROM THE VIRGINIA PUBLIC ASSISTANCE FUND FOR <br />EMERGENCY PAYMENTS UNDER THE FULE ASSISTANCE PROGRAM." <br /> <br />80-418 "Consideration of an ordinance closing a portion of Wool Avenue. <br /> <br /> Portsmouth Redevelopment 6 Housing Authority has made application to vacane and close <br />a portion of Wool Avenue. Viewers were appointed pursuant to State law and have reported <br />in writing that in their opinion no inconvenience would result from the closing of said street <br />A copy of their report and a map showing the portion of Wool Avenue to be closed is attached <br />for your information. The City Manager recommends adoption.' <br /> <br /> On motion of Mr. Gray and seconded by Mr. Beamer, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE CLOSING A PORTION OF WOOL AVENUE.' <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br />80-419 "Consideration of an ordinance closing a portion of Harrell Street. <br /> <br /> Frederick J. Petzinger, III, has made application to close a portion of Harrell Avenue. <br />Viewers were appointed on August 12, 1980 pursuant to State law and have reported in writing <br />that in their opinion no inconvenience would result from the closing of said street. A copy <br />of their report and a map showing the portion of Harrell Street to. be closed is attached for <br />your information. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following ordinance was adppted on <br />first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE CLOSING A PORTION OF HARRELL STREET." <br /> <br />Ayes: Barnes, <br />Nays: Non~ <br />Abstaining: Whitlow <br /> <br />Beamer, Gray, Oast, Webb, Jhha~sen <br /> <br /> 80-420 "Consideration of an ordinance closing a portion of the following streets: <br />Ninth Street, Edwards Street, Green Street, Madison Street and Jefferson Street. <br /> <br /> Portsmouth Redevelopment & Housing Authority has made application to vacate and close a <br />portion of Ninth Street, Edwards Street, Green Street, Madison Street and Jefferson Street. <br />Viewers were appointed on October 14, 1980 pursuant to State law and have reported in writing <br />that in their opinion no inconvenience would result from the closing of said streets. A copy <br />of their report and a map showing the portions of said streets to be closed is attached for <br />your information. The Eity Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mrs. Webb, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE CLOSING A PORTION OF THE FOLLOWING STREETS: A PORTION OF <br />GARFIELD STREET: A PORTION OF N%NTH STREET: A PORTION OF EDWARDS STREET: <br />A PORTION OF GREEN STREET: A PORTION OF MADISON STREET: A PORT[ON OF <br />JEFFERSON STREET." <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> <br />
