<br /> Motion of Mr. Beamer and seconded by Mr. Gray, minutes of the called meeting of November
<br />25, 1980; minutes of the regular meeting of November25, 1980; minutes of the called meeting
<br />of December 1, 1980; minutes of the called meeting of December 4, 1980, to be approved as
<br />received.

<br /> 80-440 - Mayor Johansen presented to Mrs. R. B. Wayland, Jr., Chairman of 1979-80
<br />Freedom Festival Flowers, a paperweight'for the outstanding service she had rendered while
<br />working with the Freedom Festival and coordinating the hanging of the festival flowers.
<br />
<br /> 80-441 Mayor Johansen presented Certificates of Appreciation to Elizabeth Parker Stoke:
<br />Alexandra M. Yarbrough and Mary L. Branan, former members of the Museum and Fine Arts Commiss]
<br />Helen Wi Mervis, former member of the Museum and Fine Arts Commission and Edwi~ L. Ellis,
<br />former member of the Citizens Advisory Commission, received Certificates, but were unable to
<br />attend.

<br /> 80-415 The following ordinance approved on first reading at the regular meeting of
<br />November 25, 1980, was taken up and read:

<br />"AN ORDINANCE TO APPROPRIATE $33,500 FROM THE CAPITAL IMPROVEMENT FUND FOR TH~
<br />DEMOLITION OF A PORTION OF THE ROBERT E. LEE SCHOOL."
<br />
<br /> On motion of Mr. Oast and seconded by Mr. Gray, the ordinance was adopted, and by the
<br />following vote:
<br />

<br />Nays: None
<br />
<br /> 80-416 The following ordinance approved on first reading at the regular meeting of
<br />November 25, 1980, was taken up and read:

<br />"AN ORDINANCE TO APPROPRIATE $389,000 FROM THE GENERAL FUND FOR REMEDIAL AND
<br />VOCATIONAL EDUCATION PROGRAMS FOR THE PORTSMOUTH PUBLIC SCHOOLS."
<br />
<br /> On motion of Mrs. Webb and seconded by Mr. Gray, the ordinance was adopted, and by the
<br />following vote:

<br /> 80-417 The following ordinance approved on first reading at the regular meeting of
<br />November 25, 1980, was taken up and read:

<br />"AN ORDINANCE TO APPROPRIATE $60,000 FROM TH£ VIRGINIA PUBLIC ASSISTANCE FUND FOR
<br />EMERGENCY PAYMENTS UNDER THE FUEL ASSISTANCE PROGRAM."
<br />
<br /> On motion of Mr. Gray and seconded by Mr. Whitlow, the ordinance was adopted, and by
<br />the following vote:

<br /> 80-390 - Motion of Mr. UKst and seconded by Mrs. Webb, that the r~port from~the Municipa]
<br />Finance Commission of the preliminary estimates of revenues projected for 1981-82 budget year
<br />to be received as information.
<br /> Motion of Mr. Whitlow and seconded by Mrs. Webb, to amend the motion, that the report
<br />be forwarded to the School Board and all Operating Departments, and was adopted as amended,
<br />and by unanimous vote.
<br />
<br />The following reports were pres~nted~by the City Manager:
<br />
<br /> 80-444 "Consideration of an ordinance on first reading to appropriate ~22,000 from the
<br />Capital Improvements Fund for engineering and design costs for repairs to the waterfront bulk-
<br />head, Phase III.
<br />
<br /> This appropriation will provide the necessary funds to meet the contractual commitments
<br />for engineering, design, and soil borings required to draft detailed specifications pertaining
<br />to repairs to the waterfront bulkhead from the High~ise site to the end of the bulkhead az Tid,
<br />water Yacht. ~hese improvements are being programmed as part of the private expansion of the
<br />Holiday Inn and Tidewater Yacht in the amount of $4,000,000. Funding for this appropriation
<br />will come from land proceeds being generated through the sale of City owned property for deve-
<br />lopment at Worthington Square. The City Manager recommends adoption on first reading."
