January 13, 1981 "A RESOLUTION GRANTING A USE PERMIT TO LEE~HOWARD PARTNERSHIP TO OPERATE MINI SELF- STORAGE WAREHOUSES ON LAND LOCATED AT THE NORTHEAST CORNER OF YORKSHIRE ROAD AND AIRLINE BOULEVARD. WHEREAS, Lee Howard Partnership, by Irvin Caplan, pursuant to ¢40-71(b), Code of the City of Portsmouth, of a use permit as hereinafter-described; and Partner, has made an application 1970, as amended, for the granting WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS, the Planning Commission has recommended the granting of said use permit. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That the use for which the use permit hereinafter-described is sought: (a) ~itl not adversely affect the health and safety of persons residing and workin~il in the neighborhood of the proposed use; (b) Will not be detrimental to the public use or injurious to the property or improvements in the neighborhood; and (c) Will be in accord with the purposes of the Zoning Chapter of the City Code. 2. That Lee Howard Partnership is hereby granted a use permit pursuant to 840-71(b), Code of the City of Portsmouth, 1973, as amended, to operate mini self-storage warehouses on property described herein subject to the conditions set forth in Paragraph 3. UP-80-14 Beginning at the northeast corner of Yorkshire Road and Airline Boulevard; thence easterly along the north right-of-way of Airline Boulevard 770', more or less; thence northerly 312.38'; thence westerly 638.15'; thence northerly 144.02'; thence westerly 216.50'; thence southerly llS'; thence southwesterly 60' to the east right-of-way of Yorkshire R~ad~ thence southerly 355', more or less, to Airline Boulevard, the point of origin. 3. The use permit is approved subject to the following condition: (1) Screening of the complex from the adjoining residential areas as provided in 840-44 is mandatory, and such screening must be approved in writing by the Director of Planning." MITCHELL AND SANDRA H. MITCHELl TO OPERATE A DAY CARE CENTER NEAR THE NORTHWEST CORNER OF BROAD AND. HARTFORD STREETS. WHEREAS, Rcnald R. Mitchell and Sandra H. Mitchell made an application pursuant to ~40-78(b) of the Code of the City of Portsmouth, Virginia, 1973, for the granting of a use permit as hereinafter-described; and WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS, the Planning Commission has recommended the granting of said use permit. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1.
