<br />At a regular meeting of the City Council held on January 13, 1981. there were present:
<br />
<br />J. E. Johansen, Jack P. Barnes, Ben A. Beamer, Sr,, J. Robert Gray, Edward L.
<br />Oast, Jr., Gloria O. Webb, Morton V. Whitlow, Robert T. Williams, City Manager,
<br />Steven Lieberman, City Attorney.
<br />
<br /> Rev. Clifton C. Blythe, Pastor, St. Andrews Methodist Church opened the meeting with
<br />prayer, followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Motion of Mrs. Webb and seconded by Mr. Beamer, minutes of the called meeting of December
<br />8, 1980; minutes of the Public Hearing of December 8, 1980; minutes of the regular meeting of
<br />December 9, 1980; minutes of the called meeting of December 15, 1980; minutes of the called
<br />meeting of December 18, 1980; minutes ~6 go into an executive session of January 5, 1981,
<br />robe approved as received, and was adopted by unanimous vote.

<br /> 81-2 Mrs. Sylvia A. Wallace, President of the Portsmouth Council of Parent Teacher
<br />Associations, presented th~ following resolution to Robert T. Williams, City Manager:
<br />
<br /> "WHEREAS, Robert T. Williams has served the citizens of Portsmeuth as City Manager, since
<br />1975; and
<br />
<br />WHEREAS, under his leadership the City has made significant progress; and
<br />
<br /> WHEREAS, Mr. Williams has supported public education throughout his tenure as City Manage]
<br />and
<br />
<br /> WHEREAS, he has exerted a concerted effort to secure more equitable State funding for the
<br />public sc~loots; and
<br />
<br /> WHEREAS, Mr. Williams has cooperated with ahd supported the efforts of the Portsmouth
<br />Council of PTA's to enhance instruction for their students; and
<br />
<br /> WHEREAS, he supported the efforts of the PTA to eliminate the availability of drug
<br />paraphernalia for students; and
<br />
<br /> WHEREAS, Mr. Williams will end his tenure of office in Portsmouth on January 31~ 1981,
<br />and assume the position of City Manager of Newport News, Virginia.
<br />
<br /> BE IT THEREFORE RESOLVED, that the PTA Council expresses its regret that Mr. Williams is
<br />leaving.
<br />
<br /> BE IT FURTHER RESOLVED, that the Council commend Mr. Williams for his belief in and sup-
<br />port of public education in Portsmouth.
<br />
<br /> FINALLY, BE IT RESOLVED, that the Council wish for Mr. Williams much success and happines~
<br />in his new position.

<br />
<br /> 81-3 - Robert W. Wentz, Jr., Representative for the City of Portsmouth and Chairman of
<br />the Eastern Virginia Medical Authority, made a brief report on th~ activities of the Authority
<br />stating that the Authority is in far better shape than it has been. The Authority has embarked
<br />upon and just completed a six months open planning process to determine the missions and goals
<br />of the Authority. The Missions and Goals statement will be adopted next month by the Authority
<br />and a copy transmitted to you will indicate that it is coming down very strongly on the side of
<br />health education. The support of the graduate program and the Medical School has been very
<br />rewarding to you by the medical community in Portsmouth. A comparsion with the other cities
<br />was given of those serving on the facualty of the Medical School. Figures were presented of
<br />the students attending the Medical School from the area.
<br />
<br /> The Council thanked Mr. Wentz for an up-to-date report and, also, for serving as the
<br />representative from Portsmouth on the Authority. Mr. Oast complimented him on becoming Chair-
<br />man of the Authority, especially the first,Chairman from Portsmouth.

<br />December 8, 1980, was taken up and read:
