January 13, 1981 <br /> <br />attached application Form LCG-1. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is authorized to plan, budget and apply for <br />a grant, which if approved, will be used to fund said program. <br /> <br /> BE IT FURTHER RESOLVED that the Department of Conservation and Economic Development, <br />Division of Litter Control, is requested to consider and approve said application program, <br />said program being in accord with the regulations governing use and expenditure of said funds~ <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 81-10 - "Consideration of a resolution authorizing the City Manager and The City Attorne) <br />to determine the appropriate action necessary to insure adequate funding of a system of 9~a~i~i~ <br />~ttam~nta~c~e~on~ary~e~on by the Commonwealth of Virginia. <br /> <br /> l]~i~ resolution authorizes the City Manager and the City Attorney to determine the appropriate <br />action necessary to insure adequate funding of a system of elementary and secondary education <br />by the Commonwealth of Virginia. Article VIII, Section 1 and 2 of the Constitution of Virgini <br />placed the burden on the General Assembly of Virginia to provide for a system of free public <br />elementary and secondary schools for all children of school age throughout the Commonwealth of <br />Virginia and to assure that an educational program of high quality is established and con- <br />tinually maintained by appropriate State and'local funding. Review of the current formula <br />over the past five years clearly indicates that-the State of Virginia is decreasing annually <br />its total participation while the City,s annual budget has continued to increase its level of <br />funding education due to the inability of the General Assembly to fund per pupil cost at the <br />level recommended by the State Board of Education. The City Manager recommends adoption." <br /> <br />~ On motion of Mr. Gray and seconded by Mr. Beamer, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER AND CITY ATTORNEY TO DETERMINE <br />THE APPROPRIATE ACTION NECESSARY TO INSURE ADEQUATE FUNDING OF A SYSTEM <br />OF QUALITY ELEMENTARY AND SECONDARY EDUCATION BY THE COMMONWEALTH OF <br />VIRGINIA. <br /> <br /> WHEREAS, the participation of the Commonwealth of Virginia in funding a system of quality <br />elementary and secondary education in the CommonWealth of Virginia has decreased in recent <br />years in that the Standards of Quality adopted by the General Assembly have not been fully <br />funded; and <br /> <br /> WHEREAS, the desparity between the actual per pupil cost and the cost per pupil establish <br />by the General Assembly has increased to $184. per pupil for the 1980-81 school year and is <br />projected to increase to $274. per pupil for the 1981-82 school year based on the school fundi~ <br />appropriation of the General Assembly in 1980; and <br /> <br /> WHEREAS, the continuing increase in the per pupil cost of education and the difference <br />between the actual cost and the established cost of education in the Commonwealth of Virginia <br />must be borne by the local government; and <br /> <br /> WHEREAS, Article VIII, Section 1 and 2 of the Constitution of Virginia placed the burden <br />on the General Assembly of Virginia to provide-for a system of free public elementary and <br />secondary schools for all children 0f school age th~bughout the Commonwealth and to seek~to <br />assure that an educational program of high quality is established and continually maintained b <br />appropriate state and local funding; and <br /> <br /> WHEREAS, the cos. t of education is but one of the continually increasing demands on the <br />resources of loCal government. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the City Manager and the City Attorney be, and they hereby are, authorized to determine the <br />appropriate action necessary to insure adequate funding of a system of quality elementary and <br />secondary education by the Commonwealth of Virginia. <br /> <br /> BE IT FURTHER RESOLVED that the CitY Clerk be instructed to forward a copy of this Resolu <br />to the Governor of the Commonwealth of Virginia and the Members of the Portsmouth Delegation tc <br />the General Assembly of Virginial''-~ <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 81-11 - "Consideration of an ordinance to amend the Code of the City of Portsmouth, <br />Virginia, 1973, by amending Article III of Chapter 16 thereof pertaining to the Community <br />Mental Health and Mental Retardation Services Board. <br /> <br /> These amendments to Chapter 16 of the City Code renames the Community Mental Health and <br />Mental Retardation Services Board as the Community Services Board in conformity with the <br />new State law. The terms of office of the Board members are adjusted so as to run from July <br />to Jun~ instead of the current January to December in order that newly appointed members <br />have 6 mo~ths experience before being required to make budget decisions. The City Manager <br />recommends adoption." ~ <br /> <br /> <br />
