In order to be eligible for grants
through the Department of Conservation and Economic Development, Division of Litter Control,
a resolution authorizing the City to apply for funds is required as a condition of receiving
funds, City Council previously adopted a similar resolution in February 1978. The City Manager recommends adoption."

On motion of Mr. Gray and seconded by Mr. Beamer, the following resolution was adopted,
and by the following vote:

"A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY FOR A GRANT FOR THE PURPOSE
OF PROMOTINC ENFORCEMENT OF THE ANTI-LITTER CONTROL PROGRAM.

WHEREAS, the City Council recognizes the existence of a litter problem within the bound-
aries of the City of Portsmouth; and

WHEREAS, the Virginia Litter Control Act of 1976 provides, through the Department of
Conservation and Economic Development, Division of Litter Control, for the allocation of public
funds in the form of grants for the purpose of promoting enforcement of the anti-litter statute
and ordinances and for the purpose of enhancing local litter control programs; and

WHEREAS~ the City Council have reviewed and considered the regulations and the application
covering the administration and use of said funds.

NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Por!smouth~ Viyginia t~at it
hereby endorses and supports such a program for the City of Portsmouth as in~icate~ mn'

12/18/80
