<br /> 81-8 "Consideration of an ordinance on first reading to appropriate $65,000 from the
<br />Capital Improvements Fund for cost of surveying, engineering design, bid specifications, and
<br />project administration for the Port Norfolk (Georgia Pacific) drainage project approved by
<br />the Economic Development Administration.
<br />
<br /> This appropriation will provide the funds necessary to cover the cost of surveying,
<br />engineering design, and development of bid specifications for the proposed drainage project
<br />for the Mount Hermon/Port Norfolk area to include the Georgia Pacific property. It is anti-
<br />cipated that the surveying, design, and specifi£ations will be completed in time for adver-
<br />tisement in early March 1981. Total project cost zs estimated to be S1,614,000, with EDA
<br />approving a grant in the amount of $1,291,200. The City's share of the project has been pro-
<br />vided in the off-site drainage account of the Capital Improvements Budget. The City Manager
<br />recommends adoptmon on first readinR.

<br /> On motion of Mr. Beamer and seconded by Mr. Gray, the following ordinance was approved
<br />on first reading, and by unanimous vote:

<br />"AN ORDINANCE TO APPROPRIATE $65,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE
<br />COST OF SURVEYING, ENGINEERING DESIGN, BID SPECIFICATIONS AND PROJECT ADMINIS-
<br />TRATION FOR THE PORT NORFOLK (GEORGIA PACIFIC) DRAINAGE PROJECT APPROVED BY THE
<br />ECONOMIC DEVELOPMENT

<br /> 81-9 "Consideration of a resolution authorizing the City Manager to apply for a grant
<br />promoting enforcement of the Anti-Litter Control Program.
<br />
<br /> This resolution authorizes the City to make application for and utilize grant funds
<br />authorized under the Virginia Litter Control Act of 1976. In order to be eligible for grants
<br />through the Department of Conservation and Economic Development, Division of Litter Control,
<br />a resolution authorizing the City to apply for funds is required as a condition of receiving
<br />funds, City Council previously adopted a similar resolution in February 1978. This resolu-
<br />tion reinstates the authorization of the City to apply for and expend anti-litter control grant
<br />funds. The City Manager recommends adoption."

<br /> On motion of Mr. Gray and seconded by Mr. Beamer, the following resolution was adopted,
<br />and by the following vote:

<br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY FOR A GRANT FOR THE PURPOSE
<br />OF PROMOTINC ENFORCEMENT OF THE ANTI-LITTER CONTROL PROGRAM.
<br />
<br /> WHEREAS, the City Council recognizes the existence of a litter problem within the bound-
<br />aries of the City of Portsmouth; and
<br />
<br /> WHEREAS, the Virginia Litter Control Act of 1976 provides, through the Department of
<br />Conservation and Economic Development, Division of Litter Control, for the allocation of public
<br />funds in the form of grants for the purpose of promoting enforcement of the anti-litter statute
<br />and ordinances and for the purpose of enhancing local litter control programs; and
<br />
<br /> WHEREAS~ the City Council have reviewed and considered the regulations and the application
<br />covering the administration and use of said funds.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Por!smouth~ Viyginia t~at it
<br />hereby endorses and supports such a program for the City of Portsmouth as in~icate~ mn'
