Beamer, Sr., J. Robert Gray, Edward L. Oast, <br />Gloria O. Webb, Morton V. Whitlow, Robert T. Williams, City Manager, <br />Steven Lieberman, City AttorBey. <br /> <br />Absent: J. E. Johansen <br />Vice Mayor Beamer presided in the absence of the Mayor. <br />81-23 The following call for the meeting was read: <br /> <br /> "Please attend a called meeting of the <br />6th floor of City Hall, 801 Crawford Street, <br />go into an executive session to discuss a <br />pertaining to proposed legislation and to <br /> <br />Jr., <br /> <br />By order of the Mayor." <br /> <br /> City Council to be held in the Council Chamber, <br /> at 5:00 p.m. on Monday, January 19, 1981, to <br />Personnel Matter, Litigation and a Legal Matter <br />consider a resolution relative thereto. <br /> <br /> Motion of Mr. Oast and seconded by Mr. Gray, the~cc&,t~ 'fe~£the~ exacutm~e,~session ~s adopt <br />and by the following vote: ~ <br /> <br />Ayes: Barnes, 8eam~r~,~:Gray~ast <br /> ;~ ~e~b¥ Whitlow <br />Nays: None <br /> <br /> Mayor Johansen arrived at 5:20 p.m. <br /> Mayor Johansen chaired the remainder of the meeting. <br /> The Council returned to the Chamber to consider a resolutior r~questing the General <br />~ssembly to adopt legislation to provide for flexibility in ~he development of the port <br />to ..assure it~ development to ~s utmost utilization. 81-24 <br /> On. motion of Mr. Past and seconded by Mr. Gray, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION REQUESTING THE GENERAl ASSEMBLY TO ADOPT LEGISLATION TO PROVIDE <br />FOR FLEXIBILITY IN THE DEVELOPMENT OF THE PORT TO ASSUR~ ITS DEVELOPMENT TO <br />ITS UTMOST UTILIZATION. <br /> <br /> WHEREAS, the Virginia Ports and Port Authority Study Commission was created in 1978 <br />to make a comprehensive study of Virginia Ports and the Virginia Port Authority; and <br /> <br /> WHEREAS, the Transportation Consulting Division of Booz-Allen and Hamilton, Inc. <br />served as consultants of said Commission and prepared the Market, Economic and Organizational <br />Assessment of Virginia's Port System Report dated May, 1980; and <br /> <br /> WHEREAS, the final report of the Virginia Ports and Port Authority Study Commission <br />to the Governor and the General Assembly of ¥irg~n~a, including dissenting comments, has <br />been issued and contains recommended legislation; and <br /> <br /> WHEREAS, Senate Bill No. 548 has been introduced for consideration at the 1981 session <br />of the General Assembly and referred to the Senate Transportation Committee and proposes <br />the recommendations contained in the Study Commission's final report; and <br /> <br /> WHEREAS, the Port of Hampton Roads contains State owned terminals capable of handling <br />over five million tons (5,000,000) of cargo per Fear, some of which are operated by non- <br />stock non-profit public corporations and some of which are eperated by a private terminal <br />operator; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth has reviewed the proposed legislation <br />and the final report issued by the Commission and respectfully suggests that some of the <br />conclusions contained therein are inconsistent with the facts established by the study; <br />and <br /> <br /> WHEREAS, said Bill mandates that the Virginia Port Authority bring about the centrally <br />directed operation of all State owned port facilities at Hampton Roads, including the <br />private terminal operation at Portsmouth; and <br /> <br />WHEREAS, the consulting report clearly establishes: <br /> <br /> 1. That Portsmouth Marine Terminal provides more flexibility in operation practice and~ <br />procedures than the other terminals; <br /> <br /> 2. That Portsmouth Marine Terminal performs more effectively than the terminals <br />operated by the non-profit public corporations in terms of business related measures; <br /> <br /> 3. That Portsmouth M~rine Terminal's <br />contribution, and return of investment is <br />the non-profit public corporations; <br /> <br />performance in terms of utilization of assets, <br />superior to that of the terminals operated by <br /> <br /> 4. That Portsmouth Marine Terminal accounts receivable turnover performance is superior <br />to that of the terminals operated by the non-profit public corporations; <br /> <br /> 5. That labor utilization at Portsmouth Marine Terminal is superior to that at the <br />terminals operated by the non-profit public corporations; <br /> <br /> <br />
