The assessed value of $128,990 included <br />$29,980 for a location outside the City of Portsmouth. The City Manager recommends adoption." <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, that authorization be granted to refund <br />$1,199.20, without interest,'to Chart House, Inc., and was adopted by unanimous vote. <br /> <br />N~W~{USINES5 <br /> <br /> 81-106 Councilmin Gray offered the following nomination for appointment to Boards/ <br />Commissions: <br /> <br /> G. Robert House, Jr. to replace Robert T. Williams on Cable Televison Commission as <br />Ex-Officio, member of the Cemetery Trustees, member of Southeastern Virgina Planning District <br />Commission, Alternate member of the Virginia Municipal League (Urban Section), and member of <br />the Williams Court Study Commission. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Barnes, Mr.~Houso was'elected to the designated <br />Board/Commission, and by unanimous vote. <br /> <br /> 81-107 Motion of Mr. Gray and seconded by Mr. Beamer, that a resolution be prepared <br />to resolve that the City Manager and City Attorney, Executive Director of the Portsmouth <br />Redevelopment & Housing Authorify meet with the officials of the Department of Housing and <br />Urban Development to explorethe current status of City of Portsmouth Community Development <br />Program to insure compliance with all appticab~laws and that the stability of the individual <br />neighborhoods and the city as a whole not be adversely affected, and was adopted by unanimous <br />vote. <br /> <br /> 81-108 <br />to coordinate <br />the committee <br /> <br />Motion of Mr. ~itlow and seconded by Mrs. Webb, that a committee be appointed <br />the recreational and cultural ~ctivities of the Memorial Day weekend t981, and <br />to be composed of one representative of the following groups: <br /> <br />Chamber of Commerce <br />Downturn Art Show Committee <br />Seawall Pageant Committee <br /> <br />Merrimac Sailing Association <br />Museum and Fine Arts Commission <br />Parks & Recreation Commission <br /> <br /> The Committee shall develop and coordinate existing Memorial Day activities at the Wateg- <br />front and coordinate activities in Portsmouth with Harborfest activities in Norfolk; and <br />shall report to City Council by June 30, 1981 on its activities and all events and shall make <br />such recommendations as it deems appropriate for the possible future benefits to the City from <br />this development and coordination of those events and activites, and was adopted by unanimous <br />vote. <br /> <br /> 81-109 Mrs. Webb offered recognition to the City Clerk for havifig recently been <br />designated as a Certified Municipal Clerk by the Internatfonallnstitute Of Municipal Clerks. <br /> <br /> 81-110 The following citizens spoke concerning subsidized housing: <br /> <br /> John G. Wallace, 300 Deal Drive, referred to Congressional Act, Public Law 96-399, Housin <br /> Community Development Act 1980. <br /> (Jimmy Currie, 5 E. Pollux Circle; Mrs. Connie Currie, 5 E. Pollux Circle; Joyce Knapp, <br /> 4515 Griffin Street; Richard E. Knapp, 4515 Griffin Street, relinquished their time to <br /> Mr. Wallace.) <br /> Jimmy W. Fuller, 5003 Vick Street, spoke concerning subsidized housing in Westhaven and <br /> Simonsdale. <br /> Ms. Velma Topping, 4618 South Street, representing CentrglMid-City Civic League, spoke <br /> concerning high taxes and inflation which has been caused mostly by §ubsidized housing <br /> Jim Hartley, 43 E. Pollux Circle, representing Simonsdale Civic Club, requested Council <br /> not to proceed any further with the Simonsdale/Westhaven Plan. <br /> David Noland, 700 Westmoreland Avenue, spoke as a Westhaven property owner. <br /> Ms. Thelma Jones, 1333 Green Street, spoke concerning the responsibility of the~Council <br /> to :the City. <br /> <br /> 81-111 Joel Howell, 4501 South Street, spoke concerning construction on vacant lot <br />directly behind him and work wasb~ing conducted without building permit being approved, and also <br />he was concern6d that the building had been expanded and questioned if it meets the building <br />code and requested that the Di~ecto~of-~nsp~ctio~s look into the matter. <br /> <br /> Ms. Iris Ewing, 4625 Winchester D~ive, spoke concerning the same construction and the <br />builder was driving trucks across her yard and damage had been done to the property. <br /> <br /> 81-112 - Motion of Mr. Beamer and seconded by Mrs. Webb, to go into an executive session <br />for the purpose of discussing the foillowing, and was adopted by 6-1 (Nay-Oast) vote: <br /> <br />(A) USE OF PUBLIC PROPERTY <br /> <br /> (1) Industrial Development <br />.(~2) J~qui~ition of.Public Property <br /> <br />LEGAL MATTERS <br /> <br />(1) Contracts <br />(2) Litigation <br />(3) Other Legal Matters <br /> <br /> <br />
