December 14, 1999 <br /> <br />SOUTHAMPTON ROADS DISABILITY SERVICES BOARD <br /> <br />Youssef Khalil to be reappointed to fill a three year term ending December 31, 2002. <br /> <br />EMPOWERMENT 2010 GOVERNMENTS BOARD <br /> <br />Councilman Daun S. Hester to be appointed to replace Councilman Paul R. Riddick. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Robinett, to close the nominations, <br />and there being no further nominations, the above nominations were adopted by <br />unanimous vote. <br /> <br />99 - 273 - Items Submitted by City Council <br /> <br />Councilman Benn acknowledge that the City of Portsmouth has had a very good <br />year. <br /> <br />Councilman Whitehurst requested a briefing on OPSail 2000 by Management. <br /> <br />Vice Mayor Griffin complimented Management on work in 2000 to move City <br />forward. <br /> <br />99 - 274 - Non-Agenda Speakers <br /> <br />1. Percy Brown 818 High Street, spoke for the masses that have been abused and <br /> misunderstood. <br /> <br />Gordon Worrell, 6060 O'Kelly Drive, Service Maintenance Director - Gwaltney <br />Packing on Elmhurst Lane - spoke on Risk Management Program information <br />presented to City Council to notify of the presence of an extremely hazardous <br />chemical. <br /> <br />3. Raleigh Harsley, 2124 Peach Street, spoke on the conditions of the community <br /> getting worse than better. <br /> <br />4. Mary Phillips, 67 Afton Parkway, requested endorsement for implementation with <br /> exceptions noted. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Griffin, to go into Closed Meeting <br />pursuant to provisions of Section 2.1-344 of the Code of Virginia, to discuss or consider <br />the following: <br /> <br />The acquisition or sale property for a public purpose, as authorized by <br />subparagraph A.3, with the subject properties being in the downtown area of <br />the city, and also in the City of Chesapeake; and <br /> <br />2. Discussion on specific public officers, appointees or employees of the City as <br /> authorized by subparagraph A. 1. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Moody, pursuant to Section 2.1-344.1 <br />of the Code of Virginia, certifying that to the best of the Council Member's knowledge <br />during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br />Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> <br />
