December 14, 1999 SOUTHAMPTON ROADS DISABILITY SERVICES BOARD Youssef Khalil to be reappointed to fill a three year term ending December 31, 2002. EMPOWERMENT 2010 GOVERNMENTS BOARD Councilman Daun S. Hester to be appointed to replace Councilman Paul R. Riddick. Motion by Mr. Griffin, and seconded by Mr. Robinett, to close the nominations, and there being no further nominations, the above nominations were adopted by unanimous vote. 99 - 273 - Items Submitted by City Council Councilman Benn acknowledge that the City of Portsmouth has had a very good year. Councilman Whitehurst requested a briefing on OPSail 2000 by Management. Vice Mayor Griffin complimented Management on work in 2000 to move City forward. 99 - 274 - Non-Agenda Speakers 1. Percy Brown 818 High Street, spoke for the masses that have been abused and misunderstood. Gordon Worrell, 6060 O'Kelly Drive, Service Maintenance Director - Gwaltney Packing on Elmhurst Lane - spoke on Risk Management Program information presented to City Council to notify of the presence of an extremely hazardous chemical. 3. Raleigh Harsley, 2124 Peach Street, spoke on the conditions of the community getting worse than better. 4. Mary Phillips, 67 Afton Parkway, requested endorsement for implementation with exceptions noted. Motion by Mr. Robinett, and seconded by Mr. Griffin, to go into Closed Meeting pursuant to provisions of Section 2.1-344 of the Code of Virginia, to discuss or consider the following: The acquisition or sale property for a public purpose, as authorized by subparagraph A.3, with the subject properties being in the downtown area of the city, and also in the City of Chesapeake; and 2. Discussion on specific public officers, appointees or employees of the City as authorized by subparagraph A. 1. Motion by Mr. Griffin, and seconded by Mr. Moody, pursuant to Section 2.1-344.1 of the Code of Virginia, certifying that to the best of the Council Member's knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote.
