<br /> In order to provide the necessary funds to continue operation of the VASAP Special
<br />Police Patrol Unit, application has been made to the Department of Highway Transportation
<br />Safety for $5,000. With no local cash match required and with award of the grant, I recommend
<br />that Council authorize the transfer of $S,000 from the Grants Contingency Account to continue
<br />operation for an additional three months of the VASAP Selective Enforcement Unit."

<br /> ns~deratlon of a motion to transfer from the Grants Contingency Account
<br />$6,716.64 for the development of the City's Orientation Program.
<br />
<br /> The City of Portsmouth's Personnel Department has obtained funds from the Intergovernment
<br />al Personnel Act to obtain a consultant to assist the City in the development of a brief orien-
<br />tation program suitabl~ for all new employees. In conjunction with the orientation program,
<br />material suitable for a basic employee handbook will be developed. The orientation program
<br />will be designed to encompass all levels of City employment. A basic overview of the City's
<br />structure, goals, benefits, policies, and procedures will serve as the central theme of the
<br />program. When the consultant completes the development of the program, the Personnel Departmei
<br />will assume full responsibility for implementation to all new City employees. The Intergovern-
<br />mental Personnel Act will provide $6,044.64 of the total amount. The remaining $672 represent
<br />the City's 10% cash match. The City Manager recommends adoption."

<br />$6,716.64 fram the Grants Contingency Account, as requested, and was adopted by unanimous vote

<br /> 81-176 "Consideration of a motion to refund personal property taxes in th= amount of
<br />$96.72 collected on an erroneous assessment. ~
<br />
<br /> This motion will authorize the refund of $96.72,which includes penalty and interest,
<br />to a taxpayer who was assessed in error on a vehicle which he did not own. The City Manager
<br />recommends adoptmon.
<br />
<br /> Motion of Mr. Bea~er and seconded by Mr. Oast, to refund in the amount of $96.72 for
<br />erroneous assessment, as requested, and was adopted>by unanimous vote.
