<br /> 81-170 - "Consideration of a resolution approving the S-year Capital I~prov~ments Plan
<br />for the years 1981-82 through 1985-86; and a 1-year Capital Improvements Program for 1981-82.
<br /> This resolution approves the Capital Improvements Plan for S years and a 1-year program
<br />for 1981-82. The 1981-82 program totals $20,553,857 which is funded by $2,500,000 General
<br />Obligation Bonds, $1,553,284 General Revenue Sharing, $2,227,092 Economic Development Funds,
<br />$987,481 Community Development Funds, $8,430,000 Public Utility Bonds, $3,656,000 non-local
<br />funds, and $1,200,000 other funds. This resolution provides for the adoption of the Capital
<br />Improvements Program in conceFt. Council action to appropriate funds for the individual pro-
<br />jects will be requmred on a project-by-Froject basis. A letter from the Planning Commission
<br />recommending adoption ms attached for your information. Also attached is a letter from the
<br />Municipal Pinance Commission. The City Manager recommends adoption.''~

<br />to provide a compensation plan for employees and to regulate the administration of the 1981-8~
<br />Classification and Pay Plan of the City of Portsmouth, Virginia.
<br /> This ordinance sets forth the classifications of employment for City employees, the regu[
<br />for administration of the Fay Flan, and the salary schedule. The salary schedule reflects a
<br />five percent general wage increase for classified City employees in accordance with the 1981-
<br />82 Recommended Operating Budget. In addition, the ordinance provides for an increase of
<br />
<br />two and one-half percent in the
<br />merit sysnems. The City Manager
<br />
<br />retirement allowances of pensioners under the City's retire-
<br />recommends adoption."
