<br />(b) "R-RESOLUTION APPROVING THE REDEVELOPMENT PLAN FOR THE TWIN PINES REDEVELOPMENT
<br /> PROJECT.
<br />
<br /> WHEREAS, under the provisions of the
<br />amended, financial assistance is provided
<br />munity development activities, including

<br />Housing and Community Development Act of 1974, as
<br />to localities for undertaking and carrying out com-
<br />the execution of urban renewal projects; and

<br /> WHEREAS, said urban renewal projects must be approved by the governing body of the
<br />in which the project is situated, pursuant to Title 36 of the Code of Virginia, 1950, as
<br />amended, and that such approval must include findings by the governing body that:

<br /> (1) The Urban Renewal Plan will afford maximum
<br />needs of the locality as a whole, for redevelopment
<br />public enterprise; and

<br />opportunity, consistent with the sound
<br />of the urban renewal area by private and/o

<br /> (2) The Urban Renewal Plan conforms to the general plan for the development of the local-
<br />ity as a whole; and
<br />
<br /> WHEREAS, an urban Renewal Plan, identified as the Twin Pines Redevelopment Plan (hereinaf'
<br />referred to as the "Plan"), dated June, 1981 and consisting of 8 pages and 2 exhibits, has bee~
<br />referred to this Council for review and approval; and
<br />
<br /> WHEREAS, the Plan for the urban renewal project identified as the Twin Pines Project,
<br />(hereinafter called the "Project"), encompasses the area as described in the boundary descrip~
<br />tion within the Plan in the City of Portsmouth, State of Virginia (hereinafter called the
<br />'[Proje~U~encompasses the area as described in the boundary descripion within the Plan in th~
<br />City of Portsmouth, State of Virginia (hereinafter called the "Locality"), and delineated on
<br />the~atta~heS~'exhibits; and

<br /> WHEREAS, the Comprehensive Plan for the City of Portsmouth, adopted June, 1980, is
<br />recognized and used as a guide for the general development of the City of Portsmouth as a
<br />whole; and
<br />
<br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority
<br />the Authorzty") has determined that there will be no relocation
<br />who will be displaced by project activities pursuant to the Plan;

<br /> WHEREAS, Portsmouth Redevelopment and Housing Authority has resolved that this Plan is in
<br />the best interest of the City's renewal effort; and

<br /> WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions
<br />of the Housing and Communit) Development Act of 1974, as amended, including those prohibiting
<br />discrimination because of race, age, color, creed, sex or national origin; and
<br />
<br /> WHEREAS, in the judgment of this Council it is in the interest of the City and its in-
<br />habitants that the said Plan be approved.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth:
<br />
<br /> 1. That it is hereby found and determined that the Project is a blighted, deteriorated,
<br />deteriorating area and qualifies an eligible project area under Title 36 of the Code of Vir-
<br />ginia, 1950, as amended.

<br /> 2. That the Plan for the Project having been duly reviewed and considered, is hereby
<br />approved and the City Clerk is hereby directed to file a copy of said Plan with Zhe minutes

<br />~hether or not I could participate in the Community Development Plan discussion and roping,
<br />because of a potential conflict of interest due to property ownership in several project areas
<br />
<br /> At Steve's direction, [ wish you to place this letter and a copy of his letter in the Cit~
<br />Council's minutes which would reflect that I do have a property ownership interest in parcels
<br />of land located in both the Hattonsville Project and the Downtown South Project, which may
<br />potentially be acquired under the plans as now contemplated.
