<br /> Rev. Vergil L. Hudson, Pastor, Pinecrest Baptiest Church, opened the meeting with prayer,
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Johansen welcomed all visitors in attendance.
<br />
<br /> Motion of Mrs. Webb, and seconded by Mr. Gray, minutes of the called meeting of May 26,
<br />1981; minutes of the regular meeting of May 26. 1981 to be approved as received, and was adopt
<br />ed by unanimous vote.
<br />
<br /> 81-195 A Certificate of Appreciation was presented to James Jenkins, former member of
<br />Mayor's Senior Citizens Commission.
<br />
<br /> 81-196 Joan Towles, Co-Author of the comprehensive federal study, "An Examination of
<br />Payments In-Lieu of Taxes for Federal Real Property" made a presentation to the Portsmouth Cit
<br />Council. Ms. T6wles presentation delt with findings, conclusions and recommendations of the
<br />study.

<br />UNFINISHED BUSINESS
<br />
<br /> 81-184 On motion of Mr. Gray and seconded by Mrs. Webb, the following resolution was
<br />adopted, and by the following vote:
<br />
<br />(a) "A RESOLUTION APPROVING A CONSERVATION PLAN FOR THE TRUXTUN CONSERVATION DISTRICT.
<br />
<br /> WHEREAS, under the provisions of the Housing and Community Development Act of 1974, as
<br />amended, financial assistance is provided to localities for undertaking and carrying out com~
<br />munity devel6pment activities, including the execution of conservation projects; and
<br />
<br /> WHEREAS, said conservation projects must
<br />in which the project is situated pursuant to
<br />and that such approval must include findings
<br />
<br />be approved by the governing body of the localit
<br />title 36 of the Code of Virginia, 1950, as amende
<br />by the governing body that:
<br />
<br /> 1."T~e'C5~Bervation Plan will afford maximum opportunity, consistent with the sound need~
<br />of the locality asa whole, for conservation of the project area by private and/or public en-
<br />terprise; and
<br />
<br /> 2. That Conservation Plan conforms to the general plan for the development of the
<br />locality as a whole; and
<br />
<br /> WHEREAS, a plan, identified as the Conservation Plan for the Truxtun Conservation Dis-
<br />trict (hereinafter referred to as the "Plan"i, dated June, 1981, and consisting of six pages
<br />and two exhibits has been referred to this Council for review and approval; and
<br />
<br /> WHEREAS, the Plan for the conservation district identified as the Truxtun Conservation
<br />District (hereinafter called the "Project"), encompasses the area as described in the boundar'
<br />description within the Plan in the City of Portsmouth, State of Virginia (hereinafter called
<br />the "Locality"), and delineated on the attached exhibit; and
<br />
<br /> WHEREAS, a study of the project area has been made and it has been determined that the
<br />area is deteriorating and eligible for conservation pursuant to Title 36 of the Code of Vir-
<br />ginia; and
<br />
<br /> WHEREAS, Portsmouth Redevelopment and Housing Authority has resolved that this Plan is
<br />in the best interest of the City's renewal effort; and
<br />
<br /> WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions
<br />of the Housing and Community Development Act of 1974, as amended, including those prohibiting
<br />discrimination on the basis of race, age, color, creed, sex or national origin; and
<br />
<br /> WHEREAS, in the judgment of this Council, it is in the interest of the City and its in-
<br />habitants that the said Plan be approved.
<br />
<br />THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth:
<br />
<br /> 1. That it is hereby deemed appropriate and in the public interest that a conservation
<br />program be carried out in the Truxtun neighborhood within the boundaries described in the
<br />Truxtun Conservation Plan.
<br />
<br /> 2. That it is hereby found and determined that the Plan for the project area will afford
<br />maximum opportunity, consistent with the needs of the City of Portsmouth as a whole, for the
<br />conservation of the area and the Project qualifies as an eligible Conservation Project under
<br />Title 36 of the Code of Virginia, 1950, as amended.
<br />
<br /> 3. That, in order ~o implement and facilitate the effectuation of the Plan, this Council
<br />hereby (a) pledges its cooperation in the execution of the Plan; (b) requests the various
<br />officials, departments, boards and agencies of the City of Portsmouth having administrative
<br />responsibilities likewise to cooperate to such end and to exercise their respective functions
<br />and powers in a manner consistent with the Plan; (c) acknowledges that conservation measures
<br />
