Robert House, Jr., <br />City Attorney. <br /> <br />on June 23, 1981, there were present: <br /> <br /> Sr., J. Robert Gray, Gloria O. <br /> city Manager, Steven Lieberman, <br /> <br />Absent: Edward L. Oast, Jr. <br /> <br /> Rev. Harold J. <br />prayer, followed by <br /> <br />Mayor Johansen <br /> <br />Cooper, Pastor, Little Grove Baptist Church, opened the meeting with <br />the Pledge of Allegiance' to the Flag. <br /> <br />welcomed all visitors in attendance. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. <br />19&l; minutes of the Public Hearing of June <br />session; and minutes of~t~e regular meeting <br />was adopted by unanimous vote. <br /> <br />Gray, minutes of the called meeting of June 8, <br />8, 1981; minutes of the reconvened executive <br />of June 9, 1981, to be approved as received, and <br /> <br /> 81-215 - Mayor Johansen presented paperweights to Frank G. Smith and Brian C. Ramsey, <br />Troop 215, Boy Scouts of America, having attained the rank of Eagle Scouts. <br /> <br /> 81-214 J. Hunter Erantley, Chairman of Clean Community Commission, presented to Mayor <br />Johans. ena Certificate of Recognition, with the following inscription: "For his part in a <br />cooperative~ approach by the Cities of Tidewater to the common community problem of litter <br />during the 1981 Tidewate~enfnsula'Clean Community'Week; for disp~ying in a postive way his pride <br />mn the community and in Virginia and communicating that pride to the citizens of Portsmouth. <br />Signed by John L. Dalton, Governor of Virginia" <br /> <br />UNFINISHED BUSINESS - <br /> <br /> 81-194 The following ordinance approved on first reading at the Public Hearing of <br />June 8, 1981, was taken up and read: <br /> <br />"AN ORDINANCE AMENDING SECTION 40~68.1(e) OF THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, PERTAINING TO USIS PERMITTED THROUGH THE ISSUANCE OF A USE PERMIT <br />WITHIN THE M-1-R ZONING DISTRICT." <br /> <br /> On motion of Mr. Beamer and seconded by Mr. Gray, the ordinance was adopted, and by the <br />following vote: <br /> <br />Ayes: Barnes, Beamer, Gray, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 81-194 - On motion of Mrs. Webb and seconded by Mr. Whitlow, the following resolution <br />approved on first reading at the Public Hearing of June 8, 1981, was adopted and by the <br />following vote: <br /> <br />(b) <br /> <br />"A RESOLUTION GRANTING A USE PERMIT TO AFFILIATED MEDICAL CENTER, INC., TO OPERATE <br />A CONVALESCENT AND NURSING HOME AT THE NORTHWEST CORNER OF LONDON BOULEVARD AND <br />FORT LANE. <br /> <br /> WHEREAS, Affiliated Medical Center, Inc., made an <br />of the Code of the City of Portsmouth, Virginia, 1973, <br />hereinafter described; and <br /> <br />application pursuant to Section 40-68~1 <br />for the granting of a use permit as <br /> <br /> WHEREAS, the applicant and the Planning Director have done all things required to be done <br />in connection with said application; and <br /> <br />WHEREAS, the Planning Commission has recommended the granting of said use permit. <br /> <br />NOW, FHEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br />(11 That the use for which the use permit hereinafter is sought: <br /> <br /> (a) Will not adversely affect the health and safety of 7ersons residing or working <br />in the neighborhood of the proposed use; <br /> <br /> (b) Will not be detrimental to the public use or injurious to the property or <br />improvements mn the neighborhood; and <br /> <br />(c) Will be in accord with the purposes of the Zoning Chapter of the City Code. <br /> <br /> (2) That Affiliated Medical Center, Inc., is hereby granted a use permit <br />Section 40-68.1 of the City Code to operate a convalescent and nursing home at <br />described as follows: <br /> <br />the property <br /> <br />UP- gl.J-10 <br /> <br /> Beginning at the northwest corner of London Boulevard and Fort Lane; thence <br />west along the north right,of-way of London.Boulevard 327' * or~¢ thence north <br />524' + or -; thence east 375' + or--~r'o the west right-of-way of Fort Lane; <br />thence sOutherly along said right-of-way to London Boulevard, the point of <br />origin. <br /> <br /> <br />
