<br /> WHEREAS, by the terms of said ordinances, the City of Portsmouth retained an easement in
<br />said fo~mer Griffin Street for the purpose of operating and maintaining public utilities; and
<br />
<br /> WHEREAS, said public utilities have been relocated in connection with the development of
<br />property on the east side of Fifth Street by Virginia Products Corporation and the proposed
<br />development of property on the west side of Fifth Street by Crawford Parkway Associates; and
<br />
<br /> WHEREAS, the City no longer has a requirement for said utility easement and the same is
<br />hereby d~clared to be surplus.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council
<br />the City Manager be, and he hereby is, authorized
<br />th~t'Pgrtion~of former Griffin Street extending in
<br />boundary of the Crawford Connector to the northern
<br />road Company right-of-way.

<br />of the City of Portsmouth, Virginia, that
<br />to release said public utility easements in
<br />a southeasterly direction from the southern
<br />boundary of the Seaboard Coast Line Rail-
<br />
<br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to execute
<br />such deed~of release as may be necessary to accomplish the purpose of this resolution.

<br /> 81-244 "Consideration of a resolution authorizing the School Board to apply for, receiv
<br />and expend funds from the State and Federal Governments for Fiscal Year 1981-82.
<br />
<br /> The City Council has annually authorized the School Board to apply for, receive and
<br />expend, funds,, known as grants during the course of the fiscal year. Attached for your infor:
<br />mat'ion is a copy of the resolution adopted by the School Board on July 2, 1981, requesting
<br />authorization for the current fiscal year. Historically the City has ~pproved this resolution
<br />with the request that the City Council be advised by financial reporting of all grants re-
<br />ceived and expenditures for such grants. The City Manager recommends adoption."

<br /> On motion of Mr. Barnes and aeconded by Mr. Gray, the following resolution was adopted,
<br />and by the following vote:
<br />
<br />"A RESOLUTION AUTHORIZING THE SCHOOL BOARD OF THE CITY OF PORTSMOUTH,
<br />FIRglNIA, TO MAKE APPLICATION FOR, RECEIVE AND EXPEND FUNDS FROM FEDERAL,
<br />STATE AND OTHER AGENCIES NOT PRESENTLY BUDGETED IN THE 1981-82 SCHOOL BUDGET;
<br />DIRECTING THE SCHOOL BOARD TO REPORT RECEIPT AND EXPENDITURE OF SUCH FUNDS
<br />TO THE CITY MANAGER.
<br />
<br /> WHEREAS, educational funds from a variety of governmental agencies become available
<br />Ruring the fiscal year; and
<br />
<br />WHEREAS, in many occasions, priority of funding is based upon timely application.
<br />
<br /> NOW, THEREFORE, B~ IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the School Board of the City of Portsmouth is authorized to make application for, receive and
<br />expend funds from Federal, State and other governmental agencies not presently budgeted in
<br />1981-82 School Budget.
<br />
<br /> BE IT FURTHER RESOLVED that the Superintendent of Schools is directed to advise the City
<br />Manager of the receipt and expenditure of such funds.
<br />
<br />This resolution shall become effective~from the date of its adcption."

<br /> 81-245 "Consideration of a resolution authorizing the issurance of $5,281,814 of
<br />General ObIigation Bonds of the City 'of Portsmouth, Virginia, for the purpose of providing
<br />funds to pay the cost of various improvement projects of the City.
<br />
<br /> This resolution together with the resolution approved Januery 13, 198d, in the amount
<br />of g10,754,837 brings the total bond authorization to date to $16,036,651. This resolution
<br />includes the approximately ~2,750,000 in appropriations made since the previous resolution.
<br />In additdon, ~this resolution provides the funding for the 1981-82 Capital Improvements Pro-
<br />gram. A detailed listing of projects authorized under the current and previous resolution
<br />is attached, the City Manager recommends adoption."

<br /> On motion of Mrs. Webb and seconded:by Mr. Beamer, the following resolution was adopted,
<br />and by the following vote:

<br />"A RESOLUTION AUTHORIZING THE [SSUANCE OF $5,281,814 OF GENERAL OBLIGATION
<br />BONDS OF THE CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE OF PROVIDING
<br />FUNBS TO PAY THE COST OF VARIOUS IMPROVEMENT PROJECTS OF SUCH CITY AND
<br />AUTHORIZING AND PROVIDING WITH RESPECT TO THE ISSUANCE AND SALE OF A LIKE
<br />PRINCIPAl AMOUNT OF GENERAl OBLIGATION BOND ANTICIPATION NOTES IN ANTI-
<br />CIPATION O~ THE ISSUANCE AND RECEIPT OF THE PROCEEDS OF SALE OF SUCH BONDS.
<br />
<br /> WHEREAS,. it is necessary for the City of Portsmouth, Virginia (the "City") to p~ovide
<br />funds ~or the public mmprovement projects as hereinafter set forth; and
