<br />free rein, and the appeal filed by the Housing Authority on the Westhaven~Simonsdale subsidize~

<br /> 81-259 - Mary B. Shanks, 616 Rockbridge Road, representing Federation of Civic Clubs of
<br />Portsmouth, presented the following resolution of concern relative to the actions of the
<br />Pcrtsmouth Redeveopment and Housing Authority:
<br />
<br /> '~WHER~AS, our city officials, through Mayor Johansen, have indicated that Portsmouth
<br />will not go ahead with the Simonsdale and Westhaven subsidized housing Frojects regardless
<br />of the State Supreme Court verdict, even if PRHA wins the appeal; and
<br />
<br /> WHEREAS, PRHA is apparently attempting to
<br />and over the objections of Portsmouth residents
<br />within'the City's boundaries; and
<br />
<br />usurp authority of locally elected officials,
<br />establish subsidized housing projects anywhere
<br />
<br />WHEREAS, the General Housing goal of the City's 1980 Comprehensive Plan is:
<br />
<br />'.To improve the quality and variety of housing wi{bin the City by:
<br />
<br />1. Codes enforcement.
<br />2. Encouraging rehabilitation and conversion of the housing stock
<br /> wherever economically feasible.
<br />3. Encouraging appropriate new construction consistent with the
<br /> area's character.'; and
<br />
<br /> WHEREAS, we believe that the Portsmouth City Council should have ultimate authority
<br />over redevelopment and housing in our city.
<br />
<br /> 'NOW, THEREFORE, BE IT RESOLVED: the Federation of Civic Clubs of Portsmouth, consisting
<br />of 32 member organizations representing 15,000 Pcrtsmouth residents, in formal session on 29
<br />June, 1981 adopted the following resolution:
<br />
<br />THAT, the Federation does support those residents of Portsmouth voicing opposition
<br />with good cause to enforced subsidized housing.
<br />
<br />THAT, the Federation request City Council establish a maximum ration of subsidized
<br />housing units to the total number of housing units within the city limits Of Portsmouth.
<br />
<br />FHAT, the Federation request City Council establish a Task Force to develop an
<br />incentive program to rehabilitate blighted areas in order to preserve our present
<br />communities, enhance community pride, and improve our real property revenues,
<br />rather than resort to mass land accuisition and housing unit destruction; and
<br />
<br />(a) Council appoint at least one member from the Federation to serve on the
<br /> recommended Task Force.
<br />
<br />Ih) The qrganization offers its resources towards the implementation of the
<br /> ,suggested incentive program.
<br />
<br />THAT, the Federation request City Council direct that PRHA P~oposed Projects
<br />for consideration will:
<br />
<br />submitted
<br />
<br />(a) Include a review and comments from the Planning Commission, the Planning
<br /> Department, the Building and Inspection Department, and from the residents
<br /> of the area(s) involved.
