<br /> NOW, .THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia,
<br />requests that the Portsmouth Redevelopment and Housing Authority take the necessary steFs to
<br />withdraw its appeal of the decision of the Circuin Court of the City of Portsmouth in the
<br />matter of Central Mid-City Civic League, et al. vs. The'Portsmouth Redevelopment and Housing
<br />Authority, et al. upon the execution of a Contract with HUD authorizing the use of the Section
<br />8 Existing Housing Assistance Payments Program and the approval of same by the United States
<br />District Court for the Eastern District of Virginia."

<br />the Capital Improvements Fund for the purchase of equipment to be used in the proposed reha-
<br />bilitation work at the Water Treatment Plant in Suffolk.

<br /> This appropriation will provide the necessary funds to purchase, in advance, certain
<br />critical items with long lead times which shall be used in the construction contract to be
<br />bid at the end of this year. ~1,~70,000 will be used for the purchase of equipment and
<br />$30,000 will be used for e~gzneering services during prepurchase and subsequent delivery.
<br />The City Manager recommends adoption on first reading.

<br />The School Board has employed Yates and Berkeley Associates, Ltd., to prepare a report on
<br />needed renovations to Willett Auditorium. The most critical renovation is the replacement
<br />of the. axi. sting heating, ventilating and air conditioning system at an estimated total cos~
<br />of $375,)00. The balance o~ fundin~ for this project will be provided from sale of land
<br />proceeds and other readily available resources which will be specified prior to the full
<br />appropriation. The City Man~ger recommends adoption on first reading.'
