<br /> Ellis W. James, 1804 N. Lakeland Drive, Norfolk, Va., representing Tidewater Fair Housing
<br />Inc., spoke regarding the impact of the need for Navy housing in the area; need for public
<br />housing in Portsmouth; referred to the additional alternatives of the housing program, and tha
<br />fair housing insures all the residents of Portsmouth equal access to housing. Many citizens
<br />in Portsmouth who need the help and hope this action will be the first step and build upon thi
<br />to create the kind of positive thrust and new housing that is so desperately needed.
<br />
<br /> On motion of Mr. Barnes and seconded by Mr. Whitlow, the following resolution was adopted
<br />and by the following vote:

<br />"A RESOLUTION
<br />FOR PROVIDING
<br />ANCE WITH THE
<br />AMENDED.
<br />
<br />AUTHORIZING THE CITY MANAGER TO DEVELOP AND IHPLEMENT ALTERNATE MEANS
<br />LOW AND MODERATE INCOME HOUSING IN THE CITY OF PORTSMOUTH IN ACCORD-
<br />REQUIREMENTS OF THE 1974 HOUSING AND COMMUNITY DEVELOPMENI ACT, AS
<br />
<br /> WHEREAS, the Cit) of Portsmouth and the Department of Housing And Urban Development
<br />have entered into a contract requiring the substantial rehabilitation of eighty-eight (88)
<br />units of family housing under the Section 8~Program located in area or areas outside of
<br />low income and minority concentration within the corporate limits of the City in settlement
<br />of litigation in the United States District Court for the Eastern District of Virginia; and
<br />
<br /> WHEREAS[ by resolution of the Council of the City of Portsmouth adopted April 14,
<br />1981, the City Manager and the City Attorney were directed to meet with officials of the
<br />Department of Housing and Urban Development regarding the requirements of said department
<br />for the provision of low and moderate income housing; and
<br />
<br /> WHEREAS, at the request of this Council the Department of Housing and Urban Development
<br />completed a re-review of the Community Development Block Grant Program and related housing
<br />requirements in Portsmouth and suggested that the City seek other means for providing low
<br />income housing in con-impacted areas of the City, including public housing (new construction,
<br />acquisition, with or without rehabilitationS, Section 8 inew construction, moderate rehabilit~
<br />or existing or the acquisition of housing in the private market to be rented to low income
<br />families; and
<br />
<br /> WHEREAS, by resolution of the Council of the City of Portsmouth adopted June 23, 1981,
<br />the City Manager and the City Attorney were directed to meet with officials of the Department
<br />of Housing and Urban Development and to review and develop alternate means of providing low
<br />and moderate income housing in the City of Portsmouth in accordance with the requirements
<br />of the 1974 Housing And Community Development Act, as amended; and

<br /> WHEREAS, as a result of said meetings, the Department of Housing and Urban Development
<br />has agreed to the utilization of the Section 8 Existing Housing Assistance Payments Program
<br />as a means to provide housing assistance for persons of low and moderate income in the
<br />City; and
<br />
<br /> WHEREAS, it is the judgment of this Council
<br />Existing Housing Assistance Payments Program is
<br />available to the City.

<br />that the implementation of the Section 8
<br />at the present time the best alternative
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED that the City Manager is authorized to do all things
<br />necessary and execute any and all documents so as to amend the current contract with the
<br />Department of Housing and Urban Development so as to enable the City to implement other
<br />means of providing low income housing in non-impacted areas of the City, including the use
<br />of the Section 8 Existing Housing Assistance Payments Program, and that the Portsmouth
<br />Redevelopment and Housing Authority is requested to provide such assistance to the City
<br />Manager in these matters to the extent deemed appropriate."

<br /> 81-266(b) Resolution requesting the Portsmouth Redevelopment and Housing Authority to
<br />withdraw its appeal of the decision of the Circuit Court of the City of Portsmouth in the
<br />matter of Central Mid-City Divic League, et al. vs the Portsmouth Redevelopment and Housing
<br />Authority, et al. (Chancery No. C-8;-119 upon approval of a new settlement agreement with HUD,
<br />was presented.

<br />following presentation:

<br /> "The citizens of Portsmouth, some 104,000 in number, share an unequal burden of taxation
<br /> due to the very high level of taxing ky the federal, state and local government. The affect o
<br /> inf~g~iDn~ causes the price of goods, services and housing to be priced far beyond the ability
<br /> of the average citizen to obtain.

<br /> The-re~ewel~pment efforts tha~have b~en undertaken by the City-of Uortsmouth over the
<br /> past decade have been excellent. C~eful pLan~ ~ere~.~a~e to recycle ~ery~ow or non-incom~
<br /> producing P~op6rties back ~to the tax role~. ,These pl~n,~ ~ere benefi~aI because they offered
<br /> an'opp'ortu~it~-f~r fut~e h~eowners a~d ~o~l~ re~i~i~g rent ~h§id[e~ to increase their
<br /> ~ualitv of life. The plans desi,gned and approved for ~i~ city came as a rasult of a coordi-
<br />_deteriorating because of Deglect and apathjy/[~ey took ~he necessary steps -to insur~ that
<br />Po~f~{ou{h would haxLe a future as a city.
