July 28, 1981 <br /> <br />At a regular meeting of the City Council-held on July 28, 1981, there were present: <br /> <br />J. E. Johansen, Jack P. Barnes, Ben A. Beamer, Sr., J. Robert Gray, <br />O~st, Jr., Gloria O. Webb, Morton V. Whitlow, G. Robert House, Jr., <br />Steven Lieberman, City Attorney. <br /> <br />Edward L. <br />City Manager, <br /> <br /> Dr. Thomas J. Powers, Pastor, Park View Baptist Church,' opened the meeting with prayer, <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Johansen welcomed all visitors ~n attendance. <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Webb, minutes of the called meeting of July <br />14, 1981; minutes of the regular meeting of July 14, 1981; minutes of the called meeting of <br />July 21, 1981; and minutes of the working conference of July 21, 1981, to be approved as <br />received, and was adopted by unanimous vote. <br /> <br />UNFINISHED BUSINESS <br /> <br /> 81-118[d) The ~ollowing ordinance approved on first reading at the regular meeting <br />of July 14, 1981, was taken up and read: <br /> <br />_"AN _ORDINANCE.TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br />BY AMENDING SECTIgN 40-31 THEREOF, PERTAINING TO THE DEFINITION OF CHILD <br />DAY CARE CENTER AND-ADULT DAY CARE CENTER; BY AMENDING SECTIONS 40-73(b); <br />40-74(b); 40-75(h); 40-77(b); 40-78(b); 40-79(b); 40-120(b); 40-70(a); <br />40-76(a); 40-79(a)~; 40-70(b); 40-76(b); AND 40-70(b) PERTAINING TO CHILD <br />DAY CARE CENTERS AND ADULT DAY CARE CENTERS AS PERMITTED USES." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Oast, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 81-238 The following ordinance approved on first reading at the regular meeting <br />of July 14, 1981, was taken up and read: <br /> <br />~AN ORDINANCE TO APPROPRIATE $300,139 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />THE ~OMPLETION OF PHASE III OF THE WATERFRONT BULKHEAD EXTENSION PROJECT <br />ADJACENT TO THE HOLIDAY INN." <br /> <br /> On motion of Mr. Beamer and seconded by Mr. Barnes, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 81-239 The following ordinance approved on first reading at the regular meeting of <br />July 14, 1981, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $25,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />ENGINEERING DESIGN, SOIL BORINGS, SURVEYING AND DRAFTING FOR THE CRAWFORD <br />HARBOR WATERFRONT SEWAGE PROJECT." <br /> <br /> On motion of Mr. ~ray and seconded by Mrs. Webb, the ordinance was adoptDd, and by the <br />following vote: <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 81-241 The following ogdinance ~eferred to the City,Attorney at the regular'~eeti~g of <br />July 14, 1981, was taken up and read: <br /> <br />"AN ORDINANCE CLOSING A PORTION OF CHARLESTON AVENUE." <br /> <br /> On motion of Mrs. Webb and secanded by Mr. Barnes, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 81~266(a) Resolution authorizing the City Manager to develop and implement alternate <br />means for providing low and moderate ~ncome housing in the City of Portsmouth accordance with <br />the requirements of the 197~ Housing and Community Development Act, as amended, was presented <br /> <br />The following citizens spoke in support of the resolution: <br /> <br /> William W.
