330 <br /> <br />July 28, 1981 <br /> <br />NEW BUSINESS <br /> <br /> 81-282 George Talbot, 4418 Point West Drive, representing the Citizens Advisory <br />Committe, presented the following report: <br /> <br /> 'As you are aware, the City has received numerous complaints concerning the operation <br />of garage sales. Many of the complaints have focused on: <br /> <br /> a. Continuous sales - day to day, week to week <br />b. Purchase of goods for resale <br /> c. Traffic and parking problems <br /> d. General nuisance value to existing neighborhoods <br /> e. Lack of enough police department capability <br /> <br /> ~he Federation of Civic Clubs has requested that the Citizens' Advisory Committee <br />review the possibility of the City establishing an ordinance to control some 6f the abuses <br />which have occurred as a result of the proliferation of garage sales. As a result of this <br />request, a sub-committee was appointed to review this matter. <br /> <br /> The sub-committee met with representatives of the City Attorney's Office, Police Depart- <br />ment and Commissioner of Revenue. Following this meeting, the committee submitted six recom- <br />mendations to the CAC which were approved for submission to Ccuncil. These recommedations are <br /> <br />1. That an ordinance be drafted regulating garage sales ~o no more than <br /> one every six months. <br />2. That garage sales be authorized to last no more than three days, with hours <br /> of operation being 9:00 a.m. until 6:00 p.m. with garage sales being <br /> prohibited to operate on Sundays. <br /> 3~- That the purchase of items from a yard sale for resale be prohibited. <br />4. That one sign on the premises be allowed, and that no other directional <br /> signs be permitted so that 'sign' littering does not occur. Sign cannot <br /> go up more than forty-eight hours before the sales, and must be removed <br /> no later than forty-eight hours after the sale. <br />5. That a permit be issued for record keeping purposes, perhaps with a fee <br /> for no more than $3.00. <br />6. That parking requirements conform to current parking laws and restrictions. <br /> <br /> The CAC is concerned about this problem and would appreciate <br />recommendations as a possible solution. H. Downing, -16 4th Street, spoke concerning property she owns and <br />unable to get a date from PRHA when they plan to acquire the property. <br /> <br /> 81-284 John Wallace 300 Deal Drive, commended the Council on the resolution requesting <br />PRHA to withdraw the appeal on the Westhaven and Century Apartments. <br /> <br /> 81-285 Richard E. <br />League, complained about <br />was no fire wall between <br /> <br />Knapp, 4515 Griffin Street, representing Central Mid-city Civic <br />12 townhouses under construction on Amelia Avenue and stated there <br />units; requested that the matter be investigated. <br /> <br /> 81-286 Durvin Cromwell, 2820 Hyman Street, Member of Hattonsville Civic League, spoke <br />concerning the weeds and bushes not being cu~ on Hyman Street and Ballard Avenue. <br /> <br /> 81-287 - Motion of Mr. Beamer and seconded by M~s.
