the Public Utilities' Capital Improvements Fund for the completion of the design of improve-
ments to the Water ~reatment Plant in Suffolk.

This appropriation will provide the neaessary funds to complete the design of improvemen'
to the Water Treatment Plant in Suffolk begun in April 1981. The original appropriation of
$320,000 was based on estimates developed in the preliminary design stage. Soil studies and
the need for additional elements in the improvements required design work beyond the original
budget estimates. The City Manager recommends adoption on first reading."
the Capital Improvements Fund for material and equipment to accomplish sidewalk and curb
rehabilitation for a period of approximately one year.

This appropriation will provide the necessary funds to purchase material and equipment
to accomplish sidewalk and curb rehabilitation for a period of approximately one year_ With
the CETA program in effect, the City of Portsmouth was able to augment its permanent personnel
such that the citizens could see their sidewalks being repaired and/or replaced in a more
timely fashion than previously existed. The many trees have now uprooted numerous sidewalks
throughout the City and in some areas, due to age, the concrete and bricks have deteriorated
extensively. While the small size of the proposal contained herein does not match thag of
previous years, it is cons-idered most worthwhile from both an aesthetic and a safety gtandpoin'
The City Manager recommends adoption on first reading."
