The original appropriation of <br />$320,000 was based on estimates developed in the preliminary design stage. Soil studies and <br />the need for additional elements in the improvements required design work beyond the original <br />budget estimates. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Mr. Barnes and seconded by ~4r. Gray, the following ordinance was approved <br />first reading, and by unanzmous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $60,000 FROM THE PUBLIC UTILITIES CAPITAL IMPROVE- <br />MENT FUND FOR THE COMPLETION OF DESIGN IMPROVEMENTS AT THE LAKE KILBY WATER <br />TREATMENT PLANT." <br /> <br /> 81-311 - "Consideration of an ordinance on first reading to appropriate $35,000 ~rom <br />the Capital Improvements Fund for material and equipment to accomplish sidewalk and curb <br />rehabilitation for a period of approximately one year. <br /> <br /> This appropriation will provide the necessary funds to purchase material and equipment <br />to accomplish sidewalk and curb rehabilitation for a period of approximately one year_ With <br />the CETA program in effect, the City of Portsmouth was able to augment its permanent personnel <br />such that the citizens could see their sidewalks being repaired and/or replaced in a more <br />timely fashion than previously existed. The many trees have now uprooted numerous sidewalks <br />throughout the City and in some areas, due to age, the concrete and bricks have deteriorated <br />extensively. While the small size of the proposal contained herein does not match thag of <br />previous years, it is cons-idered most worthwhile from both an aesthetic and a safety gtandpoin' <br />The City Manager recommends adoption on first reading." <br /> <br /> <br />
