<br /> The City has acquired several lots in the Pinners Point area for development of the
<br />Marine Terminal. These lots are to be transferred to PPIC for inclusion ~n a lease agreement
<br />with the Firgznla Port Authority. The City Manager recommends adoption.'
<br />
<br /> On motion of Mr. Gray and seconded by Mr. Beamer, the following resolution was adopted,
<br />and by the following vote:
<br />
<br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY PROPERTY TO THE PORTSMOUTH
<br />PORT AND INDUSTRIAL COMMISSION.
<br />
<br /> WHEREAS, the City of Portsmouth has purchased the hereinafter-described property
<br />pursuant to a Memorandum of Intent dated 1977 with the Virginia Port Authority; and
<br />
<br /> WHEREAS, the purchase price for said property was obtained from the "Sea-Land Fund"
<br />pursuant to sazd Memorandum of Intent; and
<br />
<br /> WHEREAS, the Virginia Port Authority has requested that the hereinafter-described propert
<br />be included under the terms of a Lease Agreement between the Virginia Port Authority and the
<br />Portsmouth Port and Industrial Commission dated November 4, 1975; and
<br />
<br /> WHEREAS, pursuant to Section 2.O9(c) of the Charter of the City of Portsmouth, property
<br />may be conveyed to the Commonwealth of Virginia or a political subdivision thereof without
<br />advertisement or receipt of bids; and
<br />
<br /> WHEREAS, the Portsmouth Port and Industrial Commission is a political subdivision of
<br />the Commonwealth of Virginia.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the City Manager be, and he hereby is, authorized to convey the following described property
<br />ro the Portsmouth Port and Industrial Commissmon; said property to be included in a Lease
<br />Agreement between the Virginia Port Authority and the Portsmouth Port and Industrial Commissi¢
<br />dated November 4, 1975:
<br />
<br /> Ail those certain lots, pieces or parcels of land known, numbered and
<br />designated as Lots 113, 114, 183, 184, and 211 on the plat of Pinners Point
<br />Waterfront Company, recorded in Map Book 4, Page 32, in the Clerk's Office
<br />of the Circuit Court of the City of Chesapeake, Virginia.
<br />
<br /> All those certain lots, pieces or parcels of land known, numbered and
<br />designated as Lots 231 and 336 on the plat of Portsmouth Waterfront Land
<br />Company, recorded in the Clerk's Office of the Circuit Court of the Cit)
<br />of Chesapeake, Virginia, in Map Book 3, Page 91.
<br />
<br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized
<br />sign such deed as may be necessary to complete this transaction."

<br /> 81-330 "Consideration of a motion to transfer $400,401 of unexpended funds from
<br />several Public Utility Capital Projects to a project for miscellaneous capital expenditures
<br />of the Public Utility System.
<br />
<br /> This transfer will provide the necessary funds for certain minor capital expenditures
<br />to be funded from bond proceeds in the Public Utility Capital Projects Fund, instead of
<br />being funded from current revenues in the Public Utility Operating Fund as originally
<br />budgeted. The Public Utility Operating Fund will report a revenue shortfall of approximately
<br />$429,000 for 1980-81 because of the drought conditions which existed. The funding shift
<br />which this transfer would allow is necessary in order for the Public Utility Operating Fund
<br />to have sufficient funds to pay the budgeted return on ~nvestment so the General Fund.
<br />The City Manager recommends adoption."
<br />
<br /> Motion of Mrs. Webb and seconded by Mr. Gray, that authorization be granted to transfer
<br />$400,401 of unsxpended funds, as requested, and was adopted by unanimous yore.
<br />
<br />81-331 "Motion to award contracts to the lowest responsible bidders.
<br />
<br /> Bids have been received for the completion of public street and drainage improvements
<br />within the Effingham Urban Renewal Project. Funds for these improvements are Community
<br />Development Urgen~ Needs funds, and they have been previously appropriated. This public
<br />improvement project in the amount of $573,653.00 will complete the City's public improvement
<br />commitment to the Effingham Urban Renewal Project. The City Manager recommends appreval."
