Either method shall be accomplished without exceeding <br />opacity limits required by the Virginia State Air Pollution Control Board Permit. <br /> <br /> (12) The thawing shed shall be electrically heated and shall not emit <br />dust or fumes. <br /> <br /> (13) There shall be installed, operated and maintained an air quality <br />monitoring system to monitor the dispersion o£ coal dust along the rail lines within the <br />City of Portsmouth from the City limits To the site.
